Regional Differences And Genesis Of Chinese Knowledge Economy System From The Perspective Of System Theory

In the background of knowledge economy, knowledge economy is of great significance for regional development, but for a long time the knowledge economy is not balanced in various regions, in order to avoid further widen the gap of the knowledge economy in different regions, the research should focus on the current situation of knowledge economy, the differences of knowledge economy in different regions and how to develop knowledge economy in backward regions.The dissertation sets up a systematic measure mode for knowledge economy based on the elements-structure-environment-function and uses Entropy method to comprehensively evaluate how the intellectual economy systems of 31 provinces develop in China. It finds out that the east region gets the best development, the west the worst and the midland in between. By this basis, using the theil index, the paper analyzes differences of knowledge economy among the east region, midland and the west. We conclude that among the four dimension differences of knowledge economy factor-structure-environment-function, factors have the least difference, with environment the greatest the difference of structure and functions the middle. The total difference tends to decrease. The main source contributing to the difference is within the different regions. The east difference is the greatest, the midland the least. At last, we build a measurement model of VAR, containing factor difference, structural difference, environmental difference and functional difference. By conducting impulse response analysis of variance decomposition, it views that the function difference of knowledge economy is influenced by environment difference in the long term. Then it concludes to reduce the function difference of knowledge economy. Minimizing the environmental differences is the most principal, followed by the structural and the factor difference.The paper finally puts forward to reduce regional differences of knowledge economy function and first we should pay more attention to decrease the knowledge economic environment difference. Specifically, it should minimize the differences of economic base and opening-up environment in the environmental differences. The backward areas can establish a good financial market, introduce foreign direct investment, strengthen the import and export trade and so on to improve their environment for the development of knowledge economy, provide a good environment foundation for the development of the knowledge economy, and reduce the differences compared with developed areas. Secondly, we should look into the element differences. In particular, reducing the labor and capital differences should be focused. Backward areas can develop high-tech industries, improve the R&D personnel, increase funding for education, research and development and so on to reduce the gap of the development of knowledge economy with the developed areas. And then consider the decreasing the structural differences. Specifically, the backward areas can increase the proportion of Sino-foreign joint ventures, enterprises with Sino-foreign cooperation, and wholly foreign-owned enterprises improve their industrial structure, and then enhance development function of the knowledge economy.
