Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has officially proposed to promote the integration of military-civilian development as a national strategy,focusing on China's actual and global development trends.In particular,the report of the 19 th National Congress of the Communist Party of China further requested that the government should deepen the reform of the defense technology industry,form a deep development pattern of military-civilian integration,and build an integrated national strategic system and capabilities.These top-level designs are clear directions for the long-term development of China's state-owned military industrial enterprises.After the reform and opening up,with the development of the market economy and the adjustment of the industrial structure,although China's state-owned military industrial enterprises have played an important role in safeguarding national defense and economic construction,they have failed to meet the needs of current economic and social development.Consequently,the increasingly disadvantages of them have become the focus of attention.As a state-owned military industrial enterprise in the field of equipment maintenance and manufacturing,T also has the problem that its internal construction cannot adapt to external development in the process of completing the national task.T urgently needs to change its development concept and formulate a development strategy that is in line with the actual situation of it.Based on the research results and theories of military-civilian integration,corporate transformation,and corporate strategy,this article analyzes the development status of T in the context of military-civilian integration,points out their existing problems,and clarifies the necessity of their transformation and development.On this basis,first of all,this article uses tools such as the PEST analysis method,the Porter five force analysis model,and the questionnaire method to analyze the external macro environment,industry,and competitive environment of T.Moreover,the EFE matrix method was employed to conduct a comparative analysis on opportunities and threats faced by T.Second,combined with the questionnairemethod,we analyzed the internal resources and internal capabilities of T.Additionally,the IFE matrix method was used to make a comparative analysis of the advantages and disadvantages of T.Based on the above analysis and evaluation results,four development strategies of the company were clarified using the SWOT matrix analysis.Using the QSPM matrix,we made an objective evaluation to the alternative strategic plans,and finally came to the transformation strategy of T,that is,adopting the SO growth strategy as the main expansion strategy while supplemented by the WO twisting strategy.Finally,six specific implementation strategies including production operation strategy,marketing strategy,human resources strategy,research and development strategy,brand strategy,and organizational structure adjustment are proposed,and suggestions and countermeasures to ensure the implementation of the transformation strategy of the T enterprise are put forward.Through the above research,this research contributes to formulate and implement transformation strategies for T,guiding it to seize development opportunities and realize leapfrogging and sustainable development in the context of an increasingly competitive market economy.Meanwhile,this study provides some inspiration and reference for the development and growth of similar military industrial enterprises in the context of military-civilian integration,and further promotes the development of China's military-civilian integration strategy to deep integration.
