The Civil-military integration is a national strategy and it is also a global development.Enterprise is the guarantee of the rapid development of Civil-military integration industry as the main body of industrial development.The healthy,rapid and sustainable development of enterprises plays an important role in China's military equipment,resources and scientific research.At the same time,the development of Civil-military integration enterprises is also highly dependent on R & D personnel in the process of technology integration and diffusion.Therefore,R & D personnel enthusiasm for the work and their innovations have become the focus of attention.With the emergence of incentive theory,at present,most enterprises have been actively using various incentive mechanisms to promote R & D personnel to work more efficiently and creatively.In the broad environment,Civil-military integration enterprises are emerging enterprises,so relative identification and support is still in its infancy.At the same time,policy implementation is not fully in place.In terms of enterprise,on the one hand,state-owned enterprise reform leads to rigidities of system and mechanism.On the other hand,part of the Civil-military integration does not focus on R & D personnel incentives due to industry barriers.A variety of reasons leads to the lack of R & D personnel incentives among military and civilian integration of high-tech enterprises.Based on the domestic and foreign researches on the incentive mechanism,this paper expounds the concept and theory of the Civil-military integration,Civil-military integration enterprise,incentive mechanism and incentive theory.The content of the research is defined.Then this paper describes the basic situation and the development of typical regions of the Civil-military integration enterprises.The existing problems and reasons are analyzed.Secondly,this paper puts forward some suggestions on the optimization measures of Civil-military integration enterprises that includes macro level and micro level.Finally,this paper analyzes the situation of the Civil-military integration enterprises in Mianyang science and technology city and puts forward some corresponding suggestions.
