| In recent years software industry in JiLin Province developed quickly and has become important support and increment factor of electronic information industry. This paper's research subject is to explore forming mechanism of competitiveness of regional software industry, analyse development situation and put forward promotion policy of competitiveness of software industry of JiLin Province.First, the paper discusses background, significance of the research, foreign and domestistic research results, then summarizes the thesis theme, methods, technological route and main content.Second, the paper discusses relevant concepts and theoretical foundation of regional industrial competitiveness. Industrial competitiveness is on the middle level between national and enterprise competitiveness. It's the core of competitiveness research. Regional industrial competitiveness means the capability that specified industry survives and develops in internal and external competition and wins profits. It's the comprehensive reflection of comparative and contest advantages. There are discussions on industrial competitiveness source in classical economics, industrial economics, regional economics, management economics and institutional economics. The theoretical foundation of this dissertation is the theory of comparative advantages, backwardness advantages, industrial clusters, competitive advantage, value chain, social capital and core competitiveness.Third, the paper establishes the studying frame of industrial competitiveness of software industry based on the objective factors and subjective factors through the research on the Michael Porters's classical mode about diamond model. It analyses characters of software and its industry and technological development trend. Thereafter describes typical development mode of software industry in America, Japan, Ireland and India. The paper gives systematic analysis on all the subjective and objective factors that influence competitiveness of software industry integrating practices in these countries and reveals forming mechanism of competiveness of software industry. It is formed in the way that the subjective factors including government function, industrial organization and numerous software corporations exert subjective effors respectively and influence interactively, identify the market demand rightly and dispose the industrial resources including human resources and capital effectively.Fourth, combining with practices of software industry development in China, the paper makes systematic analysis on the subjective factors which include government function, industrial organization and enterprises behaviors and objective factors which include resources endowment and market demands based on truly grasping main factors influencing development of software industry. Centering on the core and main aspects of each affecting factor, the paper dissects entirely development actuality and summarizes current features of software industry in China.Fifth, the paper completely reviews the process, industrial layout, construction of software park, main enterprises and characteristic products and development situation in future of software industry in JiLin Province.Moreover, it makes a detailed dissection on advantages, disadvantages, opportunities and threats. Software industry in JiLin Province has formed certain scale and characteristics in software park construction, product development and cultivation of advantageous enterprises. Taking successful experiences and behaviors of two typical software enterprises such as ChangChun HongDa and QiMing of First Auto for examples, the paper shows feasible mode of developing software industry in backward area.Sixth, the paper studies the evaluation indexes system and methods of regional competitiveness of software industry. First gives synthesized descriptions about international and domestic regional industrial competitiveness evaluation methods and index systems, defines aim and principle of software industrial competitiveness evaluation, makes clear the selection prodedure of evaluation indexes. Thereafter establishes evaluation indexes system of regional software competitiveness consisting of industrial scale and market performance, technology innovation, industrial business efficiency, enterprise organizaion management and cultural construction, innovative environment sustainment. Introduces clustering statistic method, factor analytical method and data envelop analytical method to attain quantitive knowledge about competitiveness of software industry in JiLin Province. Seventh, the paper applies clustering, factor and correlational analytical method to make quantitative analysis and appraisal. By appraisal on industrial competitiveness of 29 provinces in China, finds that there are four kinds of regions that have different level, defines relative level of software industry in JiLin Province.By appraisal on scale factor, industrial efficiency factor, development status and synthesized competitiveness, draws a conclusion that industrial scale and efficiency need to enhance in order to improve competitiveness of software industry in JiLin. By lengthways analysis on production value of software industry from 2001 to 2006, proves the accordance among development of software industry, information industry and national economy. Taking sixteen provinces as decision making units,gives provement on relative effectiveness of input and output of JiLin's software industry.By comparative analysis on development status and measures of software industry of Northeast China's three provinces, finds the disparity between software industry in JiLin Province and that of neighbouring provinces.Eighth, this paper brings forward strategies to promote competitiveness of software industry in JiLin Province from the aspects of perfecting industrial development environment, building reasonable industrial organization structure and enterprise development.In the end, summarize the paper's main conclusions and prospect for future research.
