At present China is faced with many adverse factors such as economic slowdown,decreasing labor supply and traditional industry overcapacity. China is in a crucialperiod to deepen reform and adjust economic structure. Chinese economicdevelopment has replaced high speed with intermediate speed, relied on technologypromotion and intensive development instead of relying on elements increase, paidmore attention to quality than quantity, and expanded new industries instead ofproducing surplus products of traditional industries. In the meantime, many developedforeign countries has mandated a series of plans to develop strategic emergingindustries so that they can get success in the new round of industrial revolution andeconomic reform. In terms of quality, efficiency, energy consumption, power andvitality, strategic emerging industries have many unparalleled advantages overtraditional industries. Accelerating the development of strategic emerging industries,stimulating the internal driving force, and cultivating new engines of economics aregreat opportunities for our country to realize economic transition and revolutionarydevelopment. Conducting research on factors influencing industrial competence,analyzing industrial competence and planning development path for industries havesignificant theoretical and practical meaning for China to improve efficiency ofallocating resources, optimize the industrial layout and achieve new economicengines.This paper regards six strategic emerging industries of Changchun City as object,and investigates and evaluates s their development situation and competitiveness.Through Chinese and foreign literature reading, we have a clear understanding ofconnotation and characteristics of strategic emerging industries and current researchfindings of industry competitiveness, finally establishing the theoretical basis of thispaper. According to the distinctive characteristics of strategic emerging industries, thepaper summarizes five influencing factors of competitiveness of strategic emergingindustries, including the basic conditions, demand and potentiality, technologicalinnovation, government role and industrial organizational structure. Then this article builds a model of six aspects and a evaluation index system of15indicators forstrategic emerging industries. After investigation and data processing, this researchuses AHP to evaluate and analyze six strategic emerging industries of Changchun City,and compare their competitiveness rankings and advantages. On the basis ofevaluation results, the paper puts forward some suggestions to promotecompetitiveness of strategic emerging industries, such as promoting stratification,improving the ability to independent innovation and improving industrial supportingpolicies. Finally, the author summarizes the deficiencies of the study, and puts forwarda preliminary outlook for further research.The purpose of this paper is to analyze the elements and size of strategicemerging industries of Changchun City, get a deep understanding of developmentsituation and characteristics of the six industries, and provide support for thegovernment to direct the industry. At the same time, help entrepreneurs clearlyrecognize their advantages and bottlenecks and draw up right strategies and plans. Theinnovative points of this article include three parts. First, the research perspective isnew. The author conducts research from the perspective of industrial competitiveness,and adopts AHP to evaluate industrial competitiveness, which makes up for gaps inrelated research field. Second, the object is novel. Previous researches focus on thewhole country or some provinces, and researches on a single city are very few. Thepaper studies on the six strategic emerging industries, and can provide theoreticalsupport for government managers to foster strategic emerging industries. Finally, theevaluation index system is different. Instead of using previous systems for generalindustries, the author designs a new evaluation model according to characteristics ofstrategic emerging industries. Meantime, the systems includes two aspects of resultsand causes and trending indicators in order to make the evaluation result morecomprehensive and accurate.
