Institutional Changes Of State-owned Enterprise Reform In China

Chinese state-owned enterprise(SOE) reform was kicked off 30 years ago.While being implemented,the reform encountered up and downs and showed magnificent vigour.On one hand,because of the lack of ready experience,the reform kept trying with possible mistakes on the "Crossing Rivers Via Stone Tangibility" model.On the other hand,arranged by formal system,the reform kept forwarding on the step-by-step road.The reform's starting,expanding and progressing processes were main chains as well as portraits of the whole China economic system reform.Possibly because of these points,SOE reform not only involved every Chinese family's interests,but also became a long-standing focus of foreign and domestic transition economists for so many uncertainties in the process.Nowadays the research into the transition from traditional planned economic system to socialist market economic system was becoming an important field in international social study.In recent years,the theory research fruits of transition economics proved that in transitional process the system was the most important, further more the system's transition to more efficiency lied on its original status and the sustaining politics support.Thus,the research into SOE reform's road-dependence, and the summarization of the 30-year reform history of China SOE and the theoretical evolvement of SOE reform certainly had the important meaning in enriching important experiences of the socialist road with Chinese characteristics and theory base of the socialism with Chinese characteristics.The 30-year SOE reform system transition could be approximately divided into three periods.1978-1993 was the policy adjustment period of SOE reform.In this period,Chinese economic system transitioned from traditional planned economic system to planned commodity economic system.The reform's main body was SOE and the main content was granting power and benefit to enterprises.1993-2003 was the system innovation period of SOE reform.In this period,Chinese economic system transitioned from planned economic system to socialist market economic system.The reform explored how to establish state-owned property manage system.The main body was SOE and state-owned economy,and the main content was enterprise system innovation.From 2003 till now was the new period for SOE reform to consummate systems.In this period,Chinese economic system transition was basically completed, socialist market economic system was established,unified open and ordered competition modern market system was primarily formed,modern enterprise system was primarily established.In the new state-owned property manage system,the main body was central enterprises and big enterprises,and the main content was developing a mixed economy.The objective of SOE reform was setting up modern enterprise system.The article argued that the modern enterprise system represented by company system was imported from western cultural background.The implantation of a new system must thoroughly estimate old system's compatibility and exclusiveness.And the new system's applicability must be reconstructed in accordance with local situation.Thus, to deepen Chinese SOE reform,Chinese traditional concepts,conventions,systems and ideologies must be taken into account comprehensively in allusion to Chinese situation at the moment before modern enterprise system with Chinese characters could be really established.Therefore,the article applied basic principles and methods of system economics, oriental management,economic sociology and cultural anthropology,made the research centring on the system transition of SOE reform,the road-dependence of SOE reform system transition,the logical starting point of deepening SOE reform,the relativity between company management model and national culture,the management ideology of Chinese traditional culture,Chinese traditional management culture's core idea in modern management,etc.On the basis,the article put forward the theoretical conception of establishing SOE system model with Chinese characters from four aspects:state-owned property management frame,SOE juridical person management frame,enterprise's external treatment system and internal treatment system.
