China is facing two profound changes of economic system and the mode of economic growth, the microeconomic main body of two profound changes is essentially state-owned enterprises and the reform of state-owned enterprises is essentially the process of institutional innovation. Our country gives priority to the force institutional change which means the institutional supply is importance to the reform process state-owned enterprises. State-owned enterprises in Chinese undeveloped regions particular have their own characteristic which the number is not many but holds the balance in national industry. Researching how to supply effective institutional supply to state-owned enterprises in Chinese undeveloped regions in transition period has important realistic meanings.Panoramic view of papers of domestic and foreign Scholars we find that there are few papers of institutional supply of state-owned enterprises in Chinese undeveloped regions. This paper relates 30 years reform experiences of Chinese state-owned enterprises, aiming at the characteristic and present situation of institutional supply of state-owned enterprises in Chinese undeveloped regions in transition period, using synthetically in the research method of Cost-Income and establishing game model of researching the effect of institutional supply in two transition period modes to analyze and evaluate the effect of institutional supply of state-owned enterprises in Chinese undeveloped regions in transition period. According to the analysis this paper points the problem and reason of Chinese state-owned enterprises in the undeveloped regions and aiming at the existent question offers the policy and suggestion to establish effective system of institutional supply state-owned enterprises in undeveloped regions and reduce frictional cost and the time of stalemate of state-owned enterprises in undeveloped regions in the transitional economic period.
