Research On City Governance Based On Benefit Analysis

Urbanization, the crucial engine in promoting the modernization of China, is greatly influenced by city governance. The emergence of social division of cities and urban marginalization at the same time has resulted in a close relation between the urban development and the complicated contradictions of different interest-related parties. As a result, with an aim to secure the harmony between residents and their residences in a city and the efficient operation of a society, it has become a pressing issue for us to coordinate different interest-related parties in future city governance.Through the method of a normative analysis and the building a cooperative game model, behavioral mechanisms of different interest-related parties are discussed and strategies are proposed to advance city governance considering the present situation of Tangshan city in this study.This paper offers views of innovative value in the following aspects: Based on the study of the characteristics of city governance, it proposes the idea that city governance is essentially a process of multi-interaction, which will further promote the study in this area. Meanwhile, with different parties in city governance compared and analyzed, a new structural model of governing parties, the trinity system which consists of the city government, city enterprises and intermediary organizations in urban city, is put forward.Through a comprehensive comparison and analysis of city governance home and abroad, a new method is proposed to study city governance from the perspective of interest analysis, which is a new direction in city governance research and a new perspective in analyzing the network relations in city governance. Meanwhile, this research also proposes the dualistic benefit pursuit features of different parties and describes the basic motivation of each party. A conclusion is drawn that city governance is realized in the competition for interest and interaction of different parties, and thus the behavioral mechanisms of each interest-related party should be normalized.A cooperative game model of different parties is built on the basis of the cooperative game theory to make clear the dynamic mechanism of the realization of interest and some new thoughts are offered to improve and develop the city governance model. This paper arrives at the conclusion that based on reform in government administration, the establishment of partnership is the basis of city governance and participatory democratic governance is the platform of city governance.A preliminary dynamic model of the trinity in city governance is built by following the thread of thought in mechanics, and it also puts forward hypothesis from the angle of geometry and physics to analyze the mutual independent and mutual restrictive relationship between the city government, the enterprises and the intermediary organizations.The study serves as a guide in city governance to secure a sustainable developing economy and a harmonious, advanced and environment-friendly society.
