The power of globalization had pushed the cities to be directly involved in international competition, and undertook an increasing number of global issues and multilateral interactions. Urban governance policies need to be re-adjusted according to the development objectives of the cities. In China, government agencies as the most important rights and responsibilities of the principal, actually enjoy and use of a large number of major urban resources. In order to deal with all the changes brought about by globalization, the Government became inevitable leader for the innovation of urban governance policies, integration of non-governmental participants and the transformation of government functions and roles. Governments are realizing that if they only rely on the government agencies itself, it's far from reaching the effective governance objectives, the relationship among the government, non-governmental organizations, civil power needs to be interdependent and mutually cooperative.In recent years, the set up of temporary government agencies had became more and more common for specific events, such as the major international exchanges activities and other major international sports events. It seems that the set up and operation of the temporary government agencies had became the essential way for the governments to hold those specific events. On one side, this kind of temporary government have been aware of the importance of the integration and the use of existing urban resources as well as the resources owned by the non-governmental organizations, they also understand that they need to encourage and coordinate the public's broad participation in order to obtain the ideal result for those events; but on the other hand, they still can not get rid of the traditional urban governance mechanisms which is led by the government commands which can not create the spaces and flexibility for the non-governmental organizations to take the initiatives and participates in a deep level, for most of the case, the tripartite co-dependency become a mere formality.This paper is written from the perspective of urban governance, including one case study which is the set up and operation of an Interim Government Institution in one district of Shanghai whose main function is to support the coordination of Shanghai World Expo, The author analyzes the current situation and problems of the Interim Government Institution are facing, explore the ideal mode of the Interim Government Institution under the globalization back ground and give proposals for the innovative urban governance policies.
