| Traditional Chinese Medicine(TCM) is one of the important components of Chinese healthcare system and the essential technologies of international medical diagnosis system, which has thousands of history.UNESCO Universal Declaration on Cultural Diversity advanced that the cultural diversity is the common heritage of the mankind,so that TCM was being understood or accept gradually by foreign people basing on its syncretic character between the natural and social sciences.Development of modernization and internationalization of TCM would be disparted into the medical service model and the industry model according to the Chinese traditional medical system which includes the Chinese medical service and TCM industry.The modernization strategy of TCM industry was advanced by Chinese government during 1990s.It is significant to improve the produc quality and large-scale development of TCM industry basing on the internationalization strategy.It is not obvious to promote the internationalization process,thus the study of internationalization development of TCM industry needs the new innovation thought and technical economic theory to slove this pnzzle problem.Basing on the global science & technology and medical resource,the internationalization strategy of TCM industry is to promote the intellectualisation, informationization and globalization,to achieve the allocation of resources all over world, and to enter the mainstream of the international healthcare markets.From the special View, internationalization strategy of TCM industry is such economic growth process that the Chinese Proprietary Medicine(CPM) enters the European and American mainstream market as the medical product.It is a key issue of Chinese health system for us to promote the internationalization process of TCM.As developing of theory and practice of TCM modernization have been carried out about 10 years ago,it is not far enough contribution for the internationalization process of TCM,the domestic scholars propose the international exchange & cooperation and the knowledge innovation.Basing on the foreign & domestic study and the practical activities, the author uses framework of Chinese management science to anaysize the some problems of TCM internationalization process,such as making foreign things serve China,making the past serve the present,making the latter days serve the present,and meta-synthesis.At the same time the author sets up the three three-dimensional developing model of TCM industry system according to the methods of A.D.Hall's three-dimensional model and the developing model of science & technology that the Qian Xue-sen advanced the the integrative process of the Science-Technology-Engineering-Industry.The three-dimensional developing model of TCM industry system includes three dimensionals, for example the knowledge System Framework which acts in accord with the professional-dimensional,the time dimension which acts in at.cord with the developing process,the industry chain which relates with the logic dimensional.The above-metioned is an important method to analyze deeply the exigent problems during the internationalization process of TCM industry.First of all,basing on a large number of literatures the author analyzed and compared the background of the foreign and domestic traditional medicine by a comparative method of the milestone event analysis.The study shows that TCM does not lag behind others traditional medical science system,but it is very advanced than other tradional medicine bythe end of the late Ming and early Qing Dynasty(1582～1724).Secondly,the author used the questionnaire method of empirical analysis to analyze the influencing factors of internationalization process of TCM industry,which illuminates familiarity of Chinese people about the modernization and internationalization process of TCM.Thirdly,basing on the logic relations between the modernization and internationalization of TCM industry,the author defines the internationalization of TCM industry which is an international interaction along with the modernization process.Then the author analyzed and evaluated the modernization level of TCM industry,which shows that the modernization level of TCM industry is upgraded gradually.However,if internationalization strategy were regarded as the developing goals of TCM industry,the technology effectiveness significantly lower than others high-tech industries when the export delivery value was look as the output indicators via the analytical method of Data Envelopment Analysis(DEA).Basing on the empirical analysis and modernization evaluation,the author concluded that the method of internationalization evaluating of TCM industry ought to involve several influencing factors,such as the international competitiveness,probability of international exchanges and cooperation of TCM industry, and influencing foreign healtheare system.Fourthly,the author discussed the key problems of influencing factors of TCM internationalization process.The study showed that unsatisfactory outcome of TCM internationalization process is lack of technical and scientific level,so that it is an important affair to establish and improve the technology science system of TCM,particularly to build the standards of clinical application.Fifthly, according to the literature(namely making the past serve the present),empirical analysis, the evaluation of modernization level(namely making the latter days serve the present), and knowledge system framework(making foreign things serve China),the author advanced the meta-synthesis systemic thought of TCM internationalization developing, namely the three-dimensional developing model of TCM industry system.At same time several key issues was discussed during this chapter,such as the basic principles of internationalization development,the joint development accompanied by the acupuncture industry,and innovative activities based on the knowledge management.During the conclusions the author summarized the research innovation and main viewpoint,and put forward the prospect of future research.The methods of multi-disciplinary,multi-angle of the ideas and methods were adopted.According to the method of systemic science framework being proposed by Qian Xue-sen,the author established the knowledge framework of TCM technology science.All study and methods were incorporated into the analysis framework of China's modem management school. The author advanced a three-dimensional developing model of TCM industry system.In a word,these studies will promote TCM internationalization process during 21st century, makes TCM industry to obtain the competitive advantage of foreign trade,and serves for residents all over the world.
