New problems and contradictions begin to appear in the course of the rural and agricultural economic development, especially the conflicts between small-scale production in the decentralized management of thousands of farmers and large-scale socialized production. The agricultural industrialization is the requirements in the new historical stage of China's agricultural and rural economic development, and also is an effective means to solve the current existing problems related to the agriculture, rural areas and farmers in China.The industrialization projects of the comprehensive agricultural development is the most important driving force on the development of agricultural industrialization in China, and also is the great strategic and systemic arrangement to consolidate and strengthen the foundation status of agriculture, to improve the comprehensive productivity capability of agriculture and the international competition, to speed up the adjustment of agricultural industrial structure, to promote the agricultural industrialization, to realize the agricultural modernization and agricultural sustainable development. With the incessant increase of the investment in industrialization projects, the requirement of its investment benefit and management become higher. So it is necessary to study on the index and method for the impact assessment of agricultural industrialization projects of comprehensive agricultural development.This paper studies on the index and method for the impact assessment of agricultural industrialization projects of comprehensive agricultural development, and takes the industrialization projects of the comprehensive agricultural development as examples to make empirical study. In order to quantificational understand agricultural industrialization more profoundly and generally, and help us to find the bottleneck of development of agricultural industrialization in China. This paper includes the following five parts: (1) Analyze concept, history, achievements, problems and experience of the comprehensive agricultural development. And summarize the developing trend of comprehensive agricultural development. (2) Review the background and history of agricultural industrialization project of comprehensive agricultural development, and introduce its type, goals, supporting way, initiating terms and management mode. Summarize the effect of agricultural industrialization project of comprehensive agricultural development. (3) Establish the index system to evaluate projects of agricultural industrialization on the basis of making clear its principle, and put forward the weight-combined model and comprehensive evaluation model on the base of theory of Combination forecasts. (4) Taking three industrialization projects of the comprehensive agricultural development as examples make the empirical study with the evaluation index system and model established in the fourth chapter. (5) Make the policy suggestions for the healthy development of agricultural industrialization projects in China based on the conclusion. The following conclusions were drawn after the study: (1) The impact of industrialization projects of the comprehensive agricultural development is very evident, but its persistent effect is weak. (2) The most important factor that affects the impact of agricultural industrialization projects is the driving capability for the development of local economy.(3) Applying the weight-combined model to the projects of agricultural industrialization has the significant advantage relative to the single weight evaluation, it also make the evaluation more scientific and objective. (4) The implement of industrialization projects of the comprehensive agricultural development help the resolve of farmer, agricultural and rural problems in China, but the effect is not evident for the increase of corporation's economy benefit.According to the conclusions the policy suggestions is advanced: (1) to establish the scientific and normative assessment system of industrialization projects of the comprehensive agricultural development; (2) to increase the input to ensure the persistent development of agricultural industrialization; (3) the most important term of project startup is that the project can increase the income of farmer; (4) to improve the fund input policy of industrialization projects of the comprehensive agricultural development.
