The transfer of labor force refers to the moving of rural workforce from one place to another, which is the inevitable result of the changed industry structure brought about by industrialization and technological development. This transfer is the necessary option of the modernization of countryside and would be tremendously beneficial to the efficient allocation and management of human resources.Shandong province is known for its advanced agriculture and the huge population of the rural workforce. However the future of the transferring of labor force is not so optimistic, since this transfer is tightly related to the educational background of the rural labor force. As a result, educational level becomes the major obstacle of the smooth transfer of rural workforce. Their technique making and professional skills greatly influence the moving destination, moving space, the job choice and income as well. In order to realize an efficient labor force shifting, rural workers are demanded highly in terms of education level and unique specialty. Within this trend, proper educational training programs must be carried out accordingly.Educational training programs for rural workforce aim to provide guiding training and professional training for rural people to be transferred to non-agricultural regions such as the towns and cities. These programs are of essential importance in the harmonious development between the rural and urban areas in Shandong province. It is also a meaningful measure to the construction of a well-off society. At the same time, it is an important embodiment of the effective implementation of the concept of scientific development. Educational training programs play an important role in the effective and proper transfer of the rural workforce. Only through the effective combination of the educational training of rural force and the transferred employment can we finally resolve the fundamental problems that have hindered further development of the rural economy in Shandong province for a long time.Making a comprehensive employment of the related researching methods in the disciplines of administration, education, and statistics, this study conducts a detailed analysis of the interrelationship between educational training and the transfer of rural workforce. It points out that there is a close and positive relationship between the level of educational training program and the rate of rural surplus labor transfer, profession orientation, job stability, salary and other factors. Through the above analysis this study is intended to show the significant function of educational training program in the transfer of rural surplus labor.Based on the above research and through a careful analysis of the current educational training in Shandong Province, this study points out the problems and difficulties existed in the present educational training practice in Shandong province and further explores the deeper reasons for such problems. Based on the related theories of human resources, public products and other related theories, and borrowing both the foreign and domestic experience in the educational training of workforce transfer, the thesis creatively conceives the basic educational training pattern for the workforce transfer in Shandong province.This pattern is composed of four major systems: government dominating system, pulling system, promoting system, and policy sustaining system. To be exact, this pattern is aimed to set up a training mode guided by the government; with the construction of new countryside, urbanization, industrialization, modernization, and readjustment of industrial structures as its mainstream; and with the improvement of government administration, the strengthening of training systems construction, and the enforcement of related measures and regulations as its fundamental promotional forces, and with the establishment of multi-dimensional system for educational investment, the strengthening of the supervision of educational training policy, the protection of the legal rights of rural workers, and other supporting policies as its guarantee.Finally, this study proposes some favorite advice to guarantee the practical implementation of this creative educational training program for the transfer of rural workforce. It suggests that the government of Shandong province should further deepen its educational reform in the countryside, order the training supervision system, establish new training bases and continue to perfect the established ones, launch various training demands, carefully design the training content, improve the quality of the training programs and perfect the related service system. What's more, the study proposes that in order to achieve a successful transfer of the surplus rural labor force, the government of Shandong province should establish a certain specialized organization to offer necessary macro guidance and adjustment for the educational training work.
