As a simplified national innovation system, innovative clusters play a very important role in promoting the region's competitiveness and even that of the country. There is a strong positive correlation between innovative cluster development and regional and national competitiveness. Evaluation of innovative clusters can help us better understand their inherent laws, and plays an important role in promoting their healthy development. In this paper, the evaluation of innovative clusters was carried out in in-depth explorations.In this paper, the evaluation of innovative cluster was divided into five aspects: evaluation of the main elements, structural evaluation, environmental evaluation, performance evaluation and comprehensive evaluation. Corresponding evaluation index was selected for different evaluation contents, more qualitative and less quantitative empirical analysis were carried out on innovative clusters in developed countries with comprehensive factor analysis and principal component analysis.The paper analyzed the innovative cluster's main elements which include the industry element, government element, market intermediary organizations element and knowledge element. Then the Delphi and analytic hierarchy process (AHP) method were applied to construct the evaluation model of its elements and index system. Based on it , the comprehensive factor analysis was used for quantitative evaluation on elements of Ireland ICT innovative cluster. The evaluation results reflected the status of the cluster, which shows that the model and its evaluation index system can meet the needs of evaluation of its elements.An in-depth analysis for the structure of the innovative clusters was conducted. by further dividing its structure into knowledge networks, industrial networks, value networks and service networks. An index system was designed for the evaluation of innovative clusters structure, and an empirical evaluation and analysis were conducted on the structure of ICT innovative clusters in Nordic countries with principal component analysis. The conclusion of the evaluation confirmed the validity of indicator system and the logic of self-consistent of the method.The connotation analysis of its environmental evaluation was carried out. Its environment was put into five dimensions which include cultural environment, division environment, trading environment, policy environment and social capital environment. An index system for innovative cluster environment evaluation was designed to the corresponding characterization of the five dimensions, and principal component analysis was used to conduct an empirical evaluation and analysis for environment of Nordic countries' ICT innovative clusters. The conclusion of the evaluation reflected the status of ICT clusters of Nordic countries.An in-depth analysis was conducted on the performance of the innovative clusters. Its performance was classified into profitability, social benefits, innovation efficiency and development potential. An index system for the evaluation of innovative cluster performance was designed for characterization of the corresponding four dimensions, and principal component analysis was used to conduct an empirical evaluation and analysis for relevant performance situation of the IT clusters in Europe in 2005. The conclusion of the evaluation reflected the status of IT clusters in European countries.An in-depth analysis was conducted on connotations of comprehensive evaluation of innovative clusters. Its comprehensive evaluation includes cluster size, cluster impact, cluster innovation and cluster development. Base on the in-depth analysis, an comprehensive evaluation index system was designed, and principal component analysis was used for an empirical evaluation and analysis on comprehensive evaluation of ICT innovative clusters in Nordic countries'. The conclusion of the evaluation confirmed the validity of indicator system and the logic of self-consistent of the method.
