| The theory of economics and international experience shows that regional technological innovation has become the main source and motive force of economic growth in our society with well-developed science and technology. Regional technological innovation can encourage the adjustment of regional industrial structure and transformation of growth pattern, result in the rapid and sustainable development through optimizing combination of factors, adopting new resources and increasing the product diversity as well as enhancing quality of product. Promoting regional technological innovation so as to spur economic growth is the important path to develop rapidly and sustainably in China's regional economics.Since the reform and opening-up, economic has grown rapidly in our country .At the same time our economic growth depends mainly on input of factors such as nature resources ,capital and labor. As a result, the contribution of technological innovation to growth is far below the level of some developed countries. Not only the gap of economic but also the difference of capability of technological innovation between various regions is large. Therefore, accurate understanding the historical development and the reality of the regional technological innovation, deep study on the relationship and correct judgement about the relevance between regional technological innovation and economic growth as well as precise mastery of the mechanism by which regional technological innovation elevates economic growth has important pratical significance.The paper is divided into eight chapters, mainly including the following aspects of content.First of all, on the basis of the literature and theory of regional technological innovation, this paper described the overall historical process of regional technological innovation after the founding of new China, established the evaluation principles and ideas of the capability of China's regional technological innovation, set up the index system of evaluation of regional technological innovation. An empirical study according to the system on the capability of China's regional technological innovation at the present stage was carried out adopting factor analysis.Secondly, the theoretical evolutional process of economic growth from no-technological innovation as contributor to technological innovation as contributor was investigated in the paper. The methods and theories calculating contribution of technological innovation to economic growth was summarized while the problems about contribution of China's regional technological innovation to economic growth was analyzed.Thirdly, after discussing the function of technological innovation to interprise and region, the paper elaborated on the three major effect through regional technological innovation acting on economic growth and made an explanation about the internal mechanism by which regional technological innovation stimulating economic growth.Fourthly, the paper made an empirical research with data from 30 provinces from 1997 to 2006 using panel data model on the degree of correlation between capability of China's regional technological innovation and economic growth. And the analysis in accordance with the result of research was carried out.Fifthly, the experience and achievement which regional technological innovation pushed economic growth forward in USA, Japan and European Union had been shown . And then the paper summarized the enlightenment of foreign countries to our country.Sixthly, with a detail examination of some problems existing in four aspects in China's regional technological innovation such as input, output, diffusion and environment, the paper focused on the basic ideas and specific measures which we used to promote regional technological innovation to stimulate economic growth.
