Regulatory Mode Selection And The Environmental Constraints Of The State-owned Enterprises In China To Study

This dissertation studied the selection and building question of the state-owned assets supervision(SAS) patterns, and discussed the the conditions of the environmental constraints of different supervision patterns. As a premise of the theory and logic, This dissertation discussed the goal system of SAS firstly, and raised the concepts of diversity SAS 's goal. Under the premise, the dissertation focused on the supervision patterns of different nature and objective state-owned enterprises. Generally, china's state-owned enterprises, in accordance with the different objectives and different nature, can be divided into three types, the first type is the economic goal oriented state-owned enterprises, the second type is the soscial goal oriented state-owned enterprises, the third typ is the mixed goal oriented state-owned enterprises. This dissertation pointed out that, the state-owned enterprises can have multi-target, but should not be given a state-owned enterprises with multiple targets, because the multi-target in one enterprise often bring the efficiency losses and incentive difficulties. For the mixed goal type tate-owned enterprises, This dissertation maintained that there need a special treatment, that is to say, to split and reorganize the third type of the state-owned enterprises, and then adapt to different patterns of supervision. For the economic goal oriented state-owned enterprises, the appropriate supervision pattern is: the Committee of the State-owned Capital Administrative (CSCA), as an investorand, is responsible for supervision and evaluation, and implement a purely market-based control model, such a purely market-based control model is a transaction through the market and pricing mechanism for the incentive and restrictive way, the market-oriented employment system, the profit target-oriented evaluation system, the company governance, etc. are it's main features. For the soscial goal oriented state-owned enterprises, the appropriate supervision pattern should be: the Fiscal ministry is responsible for capital and financial supervision, by the relevant administration of the Government department responsible for business regulation, the manager responsibility system, lack of internal board of directors and board of supervisors, the output and productivity evaluation system etc.. are the main characteristics of this pattern. Finally, the dissertation discussed the efficiency and environment of different supervision patterns, andput forward the improving ways of the external and internal environment constraints.
