Recently the research on personnel evaluation mechanism is little, and the research on the evaluation mechanism of "double high" scientific talents is rarely seen. Because this research does not retrieve the relevant research on the evaluation mechanism of "double high" scientific talents, this paper constructs a new framework for talent evaluation mechanism following cybernetics, system theory and the relevant theories of management. Under the guidance of talent evaluation mechanism framework, according to the dominant and recessive qualifications and the theory of talent evaluation quality, it establishes the pre-evaluation which is based on the evaluation model and post configuration of research. Based on the dual performance evaluation method which includes key performance and general performance, analyzing and determining the index by using confirmatory factor, it forms the mid-evaluation based on the evaluation of performance. Based on incentive theory, in accordance with salary management, scientifically and rationally using the performance evaluation results in the physical, mental and spiritual pay, post-evaluation plays the role of safeguarding and promoting the benign circulation. Based on the evaluation index system of measurement with talent and assessment system, using structural equation confirmatory factor analysis design and validation tool of Lisrel8.7 and SPSS11.5. It strengthens the advantage of "double high" scientific talents evaluation mechanism, providing a theoretical and practical reference for:"talent" strategy and effective evaluation of high-level talents.
