Resource-based cities are important segments of the new-building cities after our country erection. Human resource management is important means for continuable development of resource-based cities, human resouce performance management as a long-term strategy, the efficient advance of performance management is to advance integral competence necessary. Based on human resources and aimed the performance is necessary choice for resource-based cities adapting market competition, and implement of human resource performance management is their available approachs.First, status and problems of Chinese resource-based cities and their performance management are analyzed simply. Base on defining connotation, types and characters of resource-based cities and stating their economy development status, the main problems and human resource demand of resource-based cities are discussed. Finally, status and problems of human resource performance management of Chinese resource-based cities are analyzed in order to have a definite object in view. Experience and lesson of their development are summed up, and theorical soul and practice experience of human resource management and research achievements and advant experience and laws of performance management of international resource-based cities are absorbed for reference.Second, framework of human resource performance management of Chinese resource-based cities is constructed. By defining the connotation, characters, phases and functions of performance management, basical thoughts of performance management are definituded, and based on them strategical framework is advanced and its inscapes, interior relation and implement means are analyzed. Effect between strategy of human resource performance management and human resource performance of resource-based cities are explored, and then empirical analysis is carried through by Heilongjiang's resource-based cities.Third, high performance working system of human resource performance management of Chinese resource-based cities is constructed. Based on definituding connotation and component of high performance working system, basical implementary principles are advanced and interior relation are analyzed. Then three strategical combination relation including horizontal, vertical and across combination relations of the system and their design effect and implement effect are analyzed, and empirical analysis of implement effect is done by structure equation model.Forth, performance appraisal model of human resource performance management of resource-based cities is designed. Based on definition of connotation, priciples and functions of performance appraisal, performance appraisal index system of human resource performance management is constructed from strategy induction, working running and performance outputs. By comparison different weights confirming means, AHP is chaosed to calculate weights and fuzzy integral method is to appraisal performance of human resource performance management.Fifth, empirical analysis is done to appraisal performance of human resource performance management of Chinese resource-based cities. Problems and their causes of Daqing's human resources are ayalyzed and its performance management is stated simply. Investigate questionnaire to obtain datum of natural indices and degree standard of quantify indices are designed, and index values are gained by experts consultation and statistical datum inquirement. Index weights are confirmed by AHP and their creditabilities are analyzed. And appraisal value of 2008 Daqing's human resource performance management is calculated by fuzzy integral method, and integral result, subentry result and weight sensitivity are analyzed.Finally, suggestions to advance performance of human resource performance management of Chinese resource-based cities are put forward. Suggests of four sides are brought forward including sttaching big importance to establish and actualize strategy, perfecting organization mechanism, increasing correspond relation of performance management and cities' performance vigorously and carrying out high performance working system of human resource performance management of resource-based cities.
