The production conditions, resources endowment and labor status in different rural parts of China vary widely. So it is hoped that only by some policy can the problems of various rural areas be solved or the construction of some theory can give a reasonable exposition for the status of the development of China's various rural areas in a common sense, which is almost impossible. The conclusion of study based on data statistics and measurement model analysis on one or some villages of some area also lacks scientific guiding significance. The author thinks that fundamentally it needs to find out the commonality in various rural areas to solve the problem of the development of China's rural areas on which it needs to take the method of specific problems in a specific analysis, which can be achieved successfully. Land resource is the important common thing which diverse China's rural areas all have. For sixty years the practical experience of China's socialist construction shows that taking the way of developing collective economy based on the rural land resource has been an effective way of promoting the rural development. Although the specific ways of handling land resource in various rural areas are different and so are the measures of developing collective economy, it is no doubt that the common problem China's various rural areas are confronted with is dealing with the relationship between land resource and the development of collective economy.The paper first defines the concept of the rural collective economy and rural land transfer:the rural collective economy refers to a form of economic organization in which members organized by volunteering or a certain region cooperate in some degree taking land, money or human as capital in the process of production and exchange and combining the distribution according to work to according to the factors of production; The rural land transfer refers to the behavior of transferring the rights of all or part of land, which belongs to farmers collective and the state,used by the farmers by law, including land, water, etc, owned by the subjects of rights to other subjects, and the behavior can form moderate scale and help improve agricultural modernization and the living standards of farmers to promote rural development. Then the paper undertakes a study on the relationship between land transfer and the development of the rural collective economy by using the way of study of logic speculative and model-based reasoning combined cases analysis. The analysis thinks that developing China's rural collective economy is an essential requirement of building China's characteristic socialism and is of great significance for China's rural social, political and economic development. Land transfer is a prerequisite of building a rational allocation of land resources in rural areas, increasing the land utilization rate and also an important way of the relative concentration of land and large-scale land management, which is a necessary premise of developing rural collective economy.The basic conclusion of the study:There is a positive correlation between the rural land transfer and the development of the rural collective economy, the rural land transfer can help develop the rural collective economy healthily and rapidly, and the development of the rural collective economy can promote the rural land transfer orderly and efficiently. Land transfer is a crucial factor for the development of China's rural areas and the solution to China's "three rural" issue, however, its key role can't be expressed fully unless by the way of developing rural collective economy. According to the conclusion, the author has pondered relevant suggestions and countermeasures.
