At the crucial period of central government implementing the strategy of Northeast rejuvenation and round Bohai Bay marketing, Liaoning Province put forward the coastal marketing and opening strategy of"five-point one-line", and the guideline of devoting major efforts to developing tourism industry. Liaoning provincial government let Liaoning Tourism Administration to organize and draw up General Plan for Liaoning Tourism Development, so I decided to select Research on Tourism Development Strategic Plan in Provincial Area as the topic of my doctor paper.Through document retrieval and comprehensive analysis, the author found out that researchers usually took the guiding ideology of resource guideline- market guideline- product guideline when they made research on tourism development plan, and formed model code of"12345 project". The author thought that the proposal of scientific outlook on development would break through and surpass the traditional development model, its core was to realize the harmonious development for the whole society based on people foremost. When scientific outlook on development was utilized in Chinese tourism development, we should put forward new research and drawing up model for strategic plan which was focus on tourist-service provider-party concerned satisfactory guideline, took tourists as center, and practiced this model in our work gradually.To practice new research and drawing up model on new region tourism development strategic plan, the author made research from four aspects: (1) Analyzed quantitative research used in the study of Chinese tourism field; (2) Through quantitative research of tourism technique application used at provincial and municipal levels, the author classified the whole provinces and cities in China into five developing levels, and got the result that Liaoning ranked the sixth in the whole nation; (3) Exploratory researched on tourism industry crisis management, designed tourism industry emergency management system to non-tourism field accident, opened up a new area for provincial administrations to drawing up tourism development strategic plan, filled up the gap of previous tourism development strategic research based on public management style; (4) Constructed AHP model which evaluated city tourism competition, estimated six well-known tourism cities according to tourist questionnaire survey data, all these provided the basis for drawing up of Liaoning tourism development strategic plan.On the basis of new development strategic planning model of tourist- service provider- party concerned satisfactory guideline which regarded tourists as center, and above four aspects research achievement, the author took Liaoning as example, researched and realized the design of Liaoning tourism development strategic plan.
