The impact of technological progress on employment exist the failure mechanism at the same time of the compensation mechanism. The failure mechanism of employment cause by technological progress performances the reduce job, the main effect is manifested in mechanization, management effects, the life-cycle effects, volatility effects, lag effects, etc. The employment compensation mechanism cause by technological progress, the performance increase for employment, mainly reflected in the price effect, income effect, the multiplier effect of technology, time effect, the capital effects, diffusion effects, the effects of internationalization. The impact of technological advances on the employment of the structural effect is generated by the technological progress of re-allocation of labor resources .It mainly includes two aspects: First, technological advances led to the level of industrial productivity or differences in the level of labor productivity, accelerate the flow of labor in the different industrial sector ; Second, technological advances led to structural changes in types of enterprises, thereby creating the level of skills of different structural changes in labor demand. The impact of technological advances on the employment effects of the structure of the main effect is manifested in the industrial structure, skill-oriented effects of division of effects and effects information.Through the years 1980-2006, we analysis the relationship between the employment of Shandong Province and technological progress, the main conclusions as follow: Firstly, Technological progress in Shandong Province has a role in promoting employment. Through Granger causality test found that technological progress is the reason for changes in employment. Cointegration analysis further shows that there is a long-term equilibrium relationship between technological progress in Shandong Province and employment. Secondly, the measures to promote the technological progress have played a positive effect on employment.There is an Empirical Analysis on the basis of studying the changes of employment in three industries, the changes of compared productivity in labor in three industries, the changes in skills-oriented in Shandong Province. Analysis showed that: 1. Technological progress in the labor market has a positive impact on the structure. Through Granger causality test shows that structural changes in the labor market are caused by technological progress. Cointegration analysis further shows that technological progress in Shandong Province and the structure of the labor market have a long-term equilibrium relationship. 2. Technological progress has a negative impact on the structure of employment of the primary industry. Granger causality test shows that changes of employment structure in the primary industry is caused by technological progress. Cointegration analysis further shows that there exist the long-term equilibrium relationship between technological progress in Shandong Province and the Primary industry structure of employment .3.There is not exist the long-term equilibrium relationship between technological advances and the secondary industry structure of employment. This is mainly based on the type of industrial technology and social complexity of the changes in product demand.4. Technological progress of the tertiary industry had a positive impact on the employment structure. Through Granger causality test found that technological progress is caused by changing in the tertiary sector for the employment structure. Cointegration analysis further shows that there exist the long-term equilibrium relationship between technological progress in Shandong Province and the tertiary industry structure of employment.
