With the development of economy and society, the project management capability of our country's construction enterprise has obtained the considerable development, established gradually the responsibility system of project manager as the main form project management responsibility system and project management as the central content of production management system, enhanced the economic and social benefits, but there are some difficult problem which need to solve between construction enterprise and project department, such as the unclear relationship between construction enterprise and project department, goals are inconsistent, the level of project management is not high, and so on. These problems have constrained the development and expansion of construction enterprises, the existing management models and methods can not effectively solve the problem calling for urgent solutions and innovations both in theoretical and methodological respects. In view of harmonious management theory, the dissertation proposes the model and method of harmonious management between construction enterprise and project department.The main research conclusions and innovations are as follows:(1) The harmonious management model has constructed between construction enterprise and project department,which includes three modules, such as the identification module of harmonious management-driven elements, the module of harmonious management mechanism and the evaluation module of harmony degree. And the dissertation proposes the harmonious management mechanism of construction enterprise based on the dual mechanism of optimization and subjective initiative.(2) Using the organization operation system analytic model, the dissertation identifies the driving factors, and establishes the affect tree and the system structure drawing, Then, based on system dynamics, the paper analyses three detail complexity problems and three dynamic complexity problems, obtains the key driving factors of harmonious management between construction enterprise and project department.(3)The harmonious management mechanism of harmonious management is designed by optimization and subjective initiative optimization and subjective initiative, the initiative mechanism is designed by incentivev and specification, and the comprehensive incentive model is construced by economic incentives and non-economic incentives. For the specification, it is designed by target assessment and process monitoring, and the optimization mechanism is designed by organization structure, management system and management process.(4) The dissertation analyses the demand of motivation and the combination proportion, and through comparative analysis between the optimal static and dynamic optimal economic sharing contract, the twice distribution of economic incentive programs. The importance and necessity of project manager market within construction enterprise is analysed through the non-economic incentive model based on reputation, and for the specification, the dissertation draws useful conclusions through the analysis of the target assessment medel and the process monitoring model.(5)The dissertation proposes the index system and the evaluation method of management harmony degree between construction enterprise and project department,cnstructs the model of the harmony degree, and provides the methodological guidance of the harmony degree to enhance.(6)Through case analysis,the harmonious management mechanism and the evaluation model of the harmony degree proposed by the dissertation is proved to be correct and feasible.
