Along with the quick development of economic, the corporeal civilization has been elevated enormously. At the same time, the resource was decreased increasingly, and the environment that the human lived on faced threaten. Since 20th90, the "green tidal wave" has been rised all over the world. The green revolution that aimed at sustainable development was very flourish, which has influenced various domains, including supply chain management. The green supply chain management (GSCM) was imperative under the situation. During the operation of GSCM, the core manufacture with strength and foresight played an important role. The core enterprises'correct dicision-making was the basic of the construction and operation of GSCM. Hereon background, the paper researched on the decision making problems of core enterprise. The main content as follows:(1) By analyzing the connotation and characterics of GSCM, pointed that the supplier management in green supply chain (GSC) related to the realization of environmental target, which has consequence. Limited by the manageing capability and complexity of market, the core manufacture should class the multitudinous suppliers. The paper differentiates procuring material from the perspective of risk of procuring, value cost, and green degree. According to the characters of materials, the suppliers can be partition to 6 different types. The paper analysed the supplier management strategy from the sides of managemgnt strategy, supplier relationship, rule of performance evaluation and management stress.(2) The reasonable choice of supplier was the key of GSCs'efficiently operation. Compared with the common supplier chain, the core enterprise in GSC got stricter request to the suppliers. The evaluation of supplier in GSC included the environmental factors, performance and so on. Its'aim and index system was special. The analysis of the dynamic model supplier in GSC educed that the supplier selection criterion system in GSC should consider both the actuality and potential of suppliers. The actuality was mainly represented by performance indexes of production, environment and technology. The development potential was mainly represented by the resource indexes of production and technology. To improve the evaluation efficiency, the paper presented an evaluation flow, which included two phases:primary selection and comprehensive evaluation. The indexes of primary selection can be selected by the method of information gain, which could eliminate the indexes irrelated and was helpful to the quick filtration of supplier. Based on the analysis of in existence evaluation method, data envelopment analysis (DEA) was choosed to evaluate the supplier roundly. And the DEA has been ameliorated in two aspects: by adding preference restraint cone, the evaluation emphases of supplier with different type were considered; by introduction of dummy ideal supplier, the DMU realized complete-taxis. Finally, the example improved the validity and rationality of the evaluation flow and method.(3) The quantitative analysis on game process of supplier and manufacturem indicated that:when there was no external restraint, the nongreen business must be practised. The conclusion proved the participant necessity of government. So, the definition and instrument of government environmental management was analyzed in the paper. In GSC, the government could adopt the omnibus mode which hanged immediate and indirectly management together. From the mode, the conclusion can be educed:analysis from aspects of environment and green product competitiveness, the 3 game subjects of GSC has two kinds of principal-agent relationship.(4) The principal-agent relationship between government, supplier and core manufacture was analyzed with the position of environmental management. In order to avoid immoral behavior, the client (government and core manufacture) needed to constitute agent incentive mechanism. Different kinds of supplier relationship caused the dissimilarity of influence factors and transparency in the green business decision process. According to the close degree of supplier relationship, the game mode of government and enterprises can be divided to 2 kinds:game between the government and enterprise group; trilateral game between government, supplier and core manufacture. Based on the quantitative analysis of game process, the superior strategies of clients in different mode were discussed respectively. (5) Whereas the fact that beside with traditional product, the green product was short of competition ability, the reason and counterplans were analyzed in the paper. To green supply chain, the support of government was deemed as an important factor to the advance of competitiveness and profit. Therefore, in view of the green product ompetitiveness, the green supplier entrusted the core manufacture purchase green raw material, the core manufacture entrusted the government strengthen environmental management, which form a continuous principal-agent relationship. The thesis setted up a trilateral continuous principal-agent model and showed the solve method. And got such conclusion from the example:when the core manufacture iinspirited government, the price and market share of green product were all increased, the profits of both core manufacture and supplier were increased. Contrarily, because of the reduction of both the price and market share of traditional product, the profits of traditional enterprise were decreased. The results illuminated more about the feasibility and necessity of core manufacture actualizing government incentive strategy.
