1978-2009, China's tourism development has maintained a strong growth momentum, in addition to the political turmoil in 1989 and 2003 "SARS" and other short-term impact, inbound tourism, domestic tourism and outbound tourism are an extraordinary pace. By 2020 China will become the first in the world by travelers big country received 137 million annual passengers, over the same period to reach 100 million outbound tourist trips. China's current 31 provinces and autonomous regions have tourism as a new growth point of national economy, of which 24 provinces, municipalities and autonomous regions as a new pillar of the tourism industry or competitive industries to nurture. In brief, the traveling industry is obviously important in national economy's status date.However, the Chinese tourism development overall speaking is one high velocity low quality growth way, in the tourism existing growth total quantity, has the very major part is saves by the tourist resources with the strong traveling demand actuation.The aging of tourism products, tourist satisfaction is not high, and low rate of tourists to re-visit the issue has become the biggest obstacle to upgrading the tourism industry.One of these question's main keys to the situation is obtains from tourist's policy-making behavior, fully aware of and understand the variation of travel demand, must fix production quotas, arranges and the layout tourism product structure according to the tourist decision-making's behavior rule, takes the connotation type development path, realizes the speed, the structure, the quality, the benefit to unify, thus completing the transformation and upgrading of China's tourism industry.This paper take the behavior economic and the experiment economic as the rationale, adopts determines the nature of with the quantitative analysis unifies, mainly stresses in the experiment and the quantitative analysis method, analysis and evaluation of the five major traditional decision-making model, the traveling motive variable and in the destination influence variable foundation, has constructed the tourist decision-making behavior three-dimensional model.Clarify the decision-making behavior with the tourist-related variables and their relationships, and carried on to the tourist decision-making process approached in the objective real portray. Finally, the decision-making model has been as a tool to assess the empirical analysis of the current "travel coupons" problem and proposed a series of policy recommendations.This paper's main conclusions:first, tourists'decision-making behavior is a situation of uncertainty of non-rational course of conduct, not an entirely rational, precise calculation of the process of logical deduction. Secondly, tourism motivation variables and travel destinations variables are the two key factorsof the decision-making behavior. Which generated tourism motivation is the basis for tourism policy-making. Travel destinations variables that formed the motivation of tourists in the "pull variables."Third, build a measurement model of tourism decision-making, path analysis model and decision assessment model. Econometric model emphasizes making through the description of the relationship between behavioral variables, path analysis model emphasizes interaction between the three variables describing the main decision-making assessment model reveals the true decision-making process of tourists, to form the tourist decision-making behavior of three-dimensional model.Innovations of this article:first, the analysis of perspectives on innovation. Analysis of this perspective is the perspective of behavioral economics to study decision-making behavior of tourists. Foreign scholars study the general view is based on entirely rational and perspective studies. Obviously, rational behavior is normative for the study of economics came into being, and its purpose for people to calculate a rational sense, the most reasonable results, rather than a description of people's actual behavior of rule; domestic scholars in this research angle scattered, fewer research results, primarily research showing a plate-type characteristics. Second, object of study innovation. Most of the studies were conducted on the theory of a certain type of tourist studies or empirical research, its conclusions do not have universal application, nor to establish research and the theoretical system of decision-making behavior of tourists. Therefore, this paper, individual tourists, as the research object, the object of study to a larger group of tourists, the tourism is not confined to a certain category of tourists, the study has certain innovative. Relevant domestic tourists have also broken through the acts of "plate-type study" the status quo. Third, this article from a behavioral economics point of view and path analysis to build a measurement point of decision-making model, path analysis model, decision-making assessment model, the formation of decision-making behavior of tourists, three-dimensional research framework. Compared with the traditional tourist decision-making model is flat, rational, logical deduction, research ideas, this paper three-dimensional study of the decision-making closer to the real behavior of tourists. Moreover, the three-dimensional research framework capable of numerous and complex variables a high degree of generalization and concise, and each variable the relationship between the module accurate characterization.
