Through the introduction and combination of the evaluation system of industrial competitiveness and the development data of Liaoning's equipment manufacturing industry, the article carries on the model construction and analyzes the competitiveness of the equipment manufacturing industry in Liaoning quantitatively. At the same time, it introduces the means of comparative institutional analysis (CIA) and deeply analyzes the institutional mechanism behind the transmutation in the competitiveness of equipment manufacturing in Liaoning. In particular, it resides in the leading position at home and has the remarkable comparison superiority as well as the competitive advantages in the fields of the significant outfit and the important electromechanical equipment products. Meanwhile, the equipment manufacturing in Liaoning is big but not strong, whose whole riding quality is not high and profit ability fades in the insufficiency by and by. Compared with the foundations of such coastally advanced manufacturing industry as Shanghai, its historical burden is heavier, the barrier from the institutional mechanisms prominent, and the investment in technology development is insufficient. Additionally, its financing channel is unitary. Financial supporting capability weakens. Its industrial scientists and technicians and the ability to gathering talents are also deficient.
