Empirical Analysis On Competitiveness Of Equipment Manufacturing Industry In Liaoning Province

Equipment manufacturing industry is a core industry of the national economy and it is a strategic industry that has a significant impact on the national security and comprehensive national strength. Liaoning province is one of China's heavy industrial bases. The equipment manufacturing industry in Liaoning Province has achieved great development in decades, and made a significant contribution for the country'economic development and national defense, which has been called"Equipment Department of the Republic". However, there are still many problems in the development of equipment manufacturing industry in Liaoning Province and there is a growing gap with the developed provinces. To enhance the competitiveness of the equipment manufacturing industry is becoming increasingly urgent in the context of industrial transfer of equipment manufacturing industry from developed countries to developing countries, revitalize the northeast old industrial base and support the development of high-end equipment manufacturing industrial.Firstly, this paper clarify the definition of the equipment manufacturing industry and industrial classification, and then list the review of industrial competitiveness and competitiveness of the equipment manufacturing industry. Secondly, list the factors that affect the competitiveness of the equipment manufacturing industry, which use the"Diamond Model", and divide these factors into two categories according to the characteristics of the industry: Intra-industry factor includes the production conditions and market structure, external-industry factor includes demand conditions and government. Supporting industries and opportunities are defined as other factors. And then the paper designs an evaluation index system according to the Intra-industry factor and the external-industry, and study the competitiveness of the equipment manufacturing industry between the 10 provinces and cities which use factor analysis. It is difficult to quantify the other two factors, so they are used only in qualitative analysis, not quantitative evaluation. Finally, the article put forward some measures to enhance the competitiveness of the equipment manufacturing industry in Liaoning Province in the perspective of business and government. The proposals for business are: develop industry associations to coordinate the competition and cooperation between enterprises; combine the independent research and technology acquisition to improve the capability of independent innovation; cooperate with university alliances to cultivate the required full-time personnel; Promote the share reform and introduce outside investors and funds to obtain the diversification of investment and sources of funds; adhere to the "going out" and seize emerging market opportunities. The proposals for government are: improve the encouragement policy and the risk compensation mechanism of the domestic first (set) equipment; provide the development of equipment manufacturing industry with financial expenditure and tax support; improve the investment environment to attract foreign investment; promote the development of cluster to obtain the agglomeration advantages.
