Study On Innovation Capacity And Team Building Of Agricultural Science Research In China

Agricultural science and technology innovation system is an important part of innovation country. Innovation team of agricultural science research, a base unit of science and technology innovation system, is major vigor to raise national innovation capacity of agricultural science research. Excellent innovation team of agricultural science research is a major bond to develop modern agriculture and promote rural development and farmer income increment. Based on literature review of innovation capacity and innovation term, the paper use methodologies of literature reference, questionnaire inquisition, farmer interview and expert discussion, and economics tools of Semi-structured interview, keys informants and focus group.Development of innovation capacity and innovation team of agricultural science research are studied and Biotechnology Research Institute of Chinese Academy of Agricultural Sciences, non-profit science research structure, is used to make monographic study on historical development and team building and the molecular breeding innovation team of insect resistant transgenetic cotton was analyzer. Based on historical data and case study, suggestion and measurement on policy for future innovation capacity and innovation team of agricultural science and technology were put forward. The main results were as follows:1. Agricultural science and technology innovation includes agricultural science fundamental innovation and agricultural practical technology innovation. According to innovation body, agricultural science research innovation could be divided into individual innovation, group innovation and community innovation. Innovation elements include financial part, innovation team, innovation product and demand part. Agricultural science research innovation team is vector of agricultural science research innovation and excellent team would successfully raise national innovation capacity of agricultural science research.2. System structure of agricultural science research innovation team is derived from five parts of team leader, core member, execution member, assistant member and collaboration member. According to contents and characters, agricultural science research team could consist of fundamental research team, application research team, exploitation team and integrate team.3. Agricultural science innovation capacity comprises personnel quality, science research investment, science research innovation output. Evaluation indexes of agricultural science research innovation used in the paper involve three parts of personnel quality, science research investment (include science technology funds), science research output (include science technology achievement and technology assignment). Change on innovation capacity of national agricultural science research showed large raise of innovation team quality, great increment on agricultural science research funds, stable item support, stable personnel and increase on research output.4. Agricultural science research innovation team passed five periods of primary establishment, weakness, reconstruction, reformation and quality raise and it is in the quality raise period. Perfect agricultural science research innovation team demands team leader should have excellent professional quality, social communication capacity and high individual quality and should be characteristic of a teacher and good judge of talents. To enhance agricultural science research innovation and promote modern agriculture development, central government should raise funds support for agricultural science research and rule status of agricultural science and technology system. Excellent science research innovation team should be as a bond to promote agricultural science research capacity and sustainable agricultural science research innovation capacity should be used as a measure to make agricultural science and technology contribution.
