Innovation is one of the most important phenomena during the human development history, the innovation theory can be traced back to 100 years ago, and its original purpose was to explain the socio-economic development law. With the continuous development of the economic and technology, the importance of innovation is increasingly valued by the people. After the third technological revolution wehich based on information technology, human face the knowledge-based economy. Innovation became the most important driving force of the economic growth. It is also the fundamental of a national long-term development. China’s reform and opening up three decades has made remarkable achievements as the most economically dynamic developing countries, but in practical aspects of innovation, there are still many problems.The Government has realized the important role of innovation, and the development of an innovative country becoming one part of the country strategy plan. However, the practice of innovation theory in China is not so easy. Firstly, the development of innovation theory itself is still not perfect enough; and than, innovative theories are built on the experiences of the Western countries, there are applicability problems in China. Some domestic scholars researching on related questions, but there are still some problems, this paper is mainly talk about these issues.First of all, the traditional theory of innovation gave a variety of explanations to the term. But in practice, the motivation of innovation can not be explained well, often leading unefficiency and lower enthusiasm. Particularly in China, the phenomenon is obviously.This paper based on the intraction theory of the complexity science management. Propose another key of the innovation value creation process- time. It believes the time can fix the channel blockage of the innovation value generation process.Secondly, at present the innovation research mostly focused on the innovation systems study. In China, Most studies use the system framework of overseas research, often on the demarcation of the boundary in the system does not comply with China’s actual situation. In this paper, based on the overall concept of the complexity science management theory, three-tier conceptual framework is proposed to set the boundaries of innovation system, help to solve the problem.Thirdly, the establishment issue is one of the important things is how to measure the innovation capability of China. There are many international evaluation frameworks, but did not form a certain conclusion, and they all not suitable for China’s actual situation. In this paper, based on the historical evaluation system, using a complexity science management method which named exploration map to construct a suitable innovation ability evaluation index system.Finally, China facing some innovation practice problems now, discussion is hot. This paper attempts to use comparative study approach by drawing on lessons learned in France and the United States, combined with the theories which be presented in this paper, propose some policy recommendations for China’s innovation practice. This thesis consists of seven chapters as follows: Chapter One-Introduction. The problems during China’s innovation-oriented country building process is analysed. List the characteristics and statistics of China’s situation. Explain the innovation value creation process from complexity science management theory view. Propose that the motivation of the innovation still the mainly question in our country, and it can be solved by complexity science management time perspective. Only the theory, model and index system based on China’s background can provide solid theory support for practice. Chapter Two-CSM innovation theory. Describes the theoretical basis of CSM innovation theory, including complexity science management theory, strategic management-related theory, systemic science-related theory, industrial economics related theories. Complexity science management theory have five sub theories:CSM overall concept theory, CSM integration theory, CSM interaction theory, CSM new resource-based view theory, CSM order-disorder theory. Chapter Three-CSM Innovation theory:Because of domestic and foreign innovation theory and its problems, the complexity science management thinking is presented for help, espeically the time and space perspectives. The innovation theory is introduced. The advantages of the theory are listed.Chapter Four-CSM innovation system:Literature review work about the innovation system model is be shown at the beginning, explaining the relevant concepts. The background of the economic globalization and the rapid development of information technology are analyzed. Explain the boundaries of innovation systems, the basic elements of composition, the system environment, dynamic mechanism of the innovation separately. Analysis compare with the traditional innovation system. The CSM innovation system model is built.Chapter Five-The innovation capacity evaluaion:Literature review work about the traditional innovation capacity index system is showen at the beginning. Doing evaluation study based on the former model in the paper. The CSM Exploring Map and empirical study are used for the index system, a innovation capacity evaluation index system based on the background of China is given.Chapter six-Suggestions:Firstly analyzes the building an innovation-oriented country in China is necessary, and than conduct comparative analysis with the French and the U.S.A. Finally propose the suggestion to the government.Chapter-Seven-Summary and outlook. We summarize the main points of this thesis, and discuss new ideas presented in this thesis. Finally and conclude and discuss future research directions.
