Research On The Technology Business Incubators Development Mechanism From The Views Of Industrial Cluster

Till now, the number of technology business incubators approved by the state has already reached 238. Coupled with the technology business incubators established by every provincial city, the total number in the entire country is over 600, at the least. They can be divided into innovative and high technology business service center, university science and technology park, overseas student innovation park, doctor innovation park, software park and other kinds of technology business incubators such as biological science and technology park and photoelectric technology park. How to strengthen the cooperation of these enterprises, bring the effect of 1+1>2 into play, and enhance the competitiveness of each enterprise in the industrial cluster, to enhance economic strength is the focus topic in the development of technology business incubators at the present. In the author's opinion, as the power source and nursery of technology industry development, technology business incubators should stick to the developmental thinking of industrial cluster and establish a developmental mechanism suitable for their own, by analyzing the relationship between industrial cluster and development of technology business incubators. In this article, around the development mechanism of technology business incubators, we do some research as follows:①A nalyze the current situation of technology business incubators development. Identify the definition of technology business incubator by comparing present research at home and abroad, and describe its basic function and classification. Based on this, the development situation, construction characters and management mode of technology business incubators in our country are discussed, and the restraining factors are analyzed with emphasis.②A nalyze the cooperative relationship among the enterprises in technology business incubators, and also the growth engine. First, raise two modes of specialty cluster and synthetical cluster to administrate and operate the technology business incubators, by studying the characters of industrial cluster. Second, study the driving mechanism of industrial cluster of technology enterprises by introducing the definition of driving mechanism, and raise the growth engine of development technology enterprises. Finally, analyze different cooperative modes influencing cluster cooperation, knowledge spillover of the cluster, and the importance of technical co-ordination. Further more, confirm the important role that growth engine plays.③According to the feature of manufacturing and selling, raise that the international competitiveness is the core link, and establish a model composed by production factors, demand conditions, relative and pillar industry, enterprise strategy and opportunities, government, by use of the theory of national competition advantage put forward by baud and diamond model. Based on data analysis, using dual logarithm model, stationarity test, cointegration test error correction model and causality test, analyze each factor influencing the industrial cluster of technology enterprises, and obtain that the relation among capital stock per capita, FDI, technology enterprises proportion and market occupancy is positive, and that rural-urban development divide is inverse. And put forward the countermeasure of enhancing the international competitiveness of high-tech industrial clusters.④A nalyze the importance of establishing cultural mechanism for industrial clusters, the cultural features of technology business incubators. By use of Delphi, documentary analysis, corporate cultural classification, put forward that the culture mechanism of technology business incubators should include spirit level, institution level, physical level and behavior level, form the framework of the culture mechanism of technology business incubators, and explain the content of each culture level in detail.⑤Analyze actual development of technology business incubators clusters on Chongqing .Consider the endogenous factors and exogenous factors on development mechanism of the technology business incubators.Design a new evaluation system of technology business incubators on Chongqing. Then,use expert consultation, Analytic Hierarchy Process to explicit the main point of development. Then constrcut the development mechanism of technology business incubators clusters on Chongqing.Guided by the theory of industrial cluster development, this article applies thought methods of systems science, researches on the growth engine of technology business incubators, establishes the cooperative and economic developmental mechanism of technology business incubators. And furthermore, studies in depth the construction of international competitiveness and culture mechanism. On this basis, according to development mechanism of technology business incubators clusters in Chongqing empirical research, and offer a construction scheme. The purpose of this article is to establish a development mechanism for technology business incubators, find the potential of the innovention source and guarantee the sustainable development for our country's technology industry.
