Since the first technology business incubator was established in1959, it receivedworldwide recognition and application. Technology business incubator is not only a kind ofnew economic organization, helping incubate start-ups, even as the government’s policytools, to support the technology innovation and promote regional innovation system.Alongwith the change of industry basic environment and regional economic environment,technology business incubator from the concept and its mode of operation are all havechanged. The development of the network, realize the effective use of resources fortechnology business incubator, which has become the main trend of its development. Toscientifically construct technology business incubator network, effective governance oftechnology business incubator network membership, improve technology businessincubator network operation performance, continuously enhance regional innovationincubation ability and other issues,have become major tasks before us. This paper mainlystudied the following aspects:The first chapter, the research background, research significance, the research status athome and abroad and the relevant summary, the research questions and methods, researchframework and research ideas, innovations and difficulties were introduced, in order tobelow an in-depth study of the incubation network governance of science and technologybusiness incubator. The second chapter, the concept of technology business incubator isgiven, so that we have a preliminary understanding; discusses the basic conditions andfunctions of technology business incubator should possess, and puts forward three basicconditions; introduces the concept of social network theory and the main content of thetheory of network organization, concept, main content and unresolved issues, thecontingent governance theory is analyzed, and also discusses the collaborative networktheory from three aspects. Provide theoretical guidance for the study of incubation networkgovernance issues in later chapters, science and technology enterprise incubator. The results show that, the weights of each index size, directly affectthe performance of the technology business incubator network.
