Land Acquisition is a kind of legal behavior which the State transfers the ruralcollective owned land into the state owned land for the purpose of public interests andmakes compensation to the collective economic organizations and farmers accordingto the laws. Land Acquisition System in China was initially formed in'plannedeconomy'period. New issues arise from the acquisition process due to lack ofnecessary market economy adjustment measures and social supervision mechanism.These issues have to be solved by methods of reform and system creation. Therefore,an in depth and comprehensive research on Land Acquisition System changes inChina will be significant in theoretical as well as practical values for further study onnational economy and social development.The research object of this thesis is the changes of Land Acquisition and islimited to China Mainland area, without including Taiwan, Hong Kong and Macao inChina. And the timeline is the sixty years from the foundation of People's Republic ofChina in 1949 until the present. The definition of Land Acquisition is to acquire thecollective land ownership into the state ownership, without referring to temporaryland use and state owned land take over in advance, whose land ownership is alreadysettled. Since Land Acquisition System is involved with many other sciences such aseconomics, sociology, legal science and management science, the researchcharacteristics of this thesis are meant to be multi subjects of perspective and varietyof research methods. The main research methods are: (1)Basic perspective andmethod which is based on economics; other scientific subjects being complemented;(2)Conduct research by using cost return analysis method from System Economics,game theory analysis method from System Evolvement, systematic analysis methodetc. as well as methods of Management Economics such as theory deduction andpositivism testing, macro and micro analysis, qualitative and quantitative analysis,balance analysis; (3) Reveal the formation and evolvement of Land AcquisitionSystem and probe into its models under new era by using historical analysis andcomparative analysis methods; (4)Case study analysis and fuzzy case analysis. Whenevaluating policies and effect of current Land Acquisition System, cases of landacquisition are supplemented. Evaluation index system and fuzzy math model arebeing built to make the evaluation more objective and fair.First of all, this thesis put forward the analysis framework of changes of Land Acquisition System after analyzing its concept, hypostasis, characteristics, functions,component factors and influential elements. Secondly, this thesis sorted out thedevelopment history of Land Acquisition System in China by way of authentic prooffor a period of sixty years since the foundation of China especially the recent thirtyyears from the opening and reform policy till now. This thesis summarized thecharacteristics and specific environment of Land Acquisition System in each stage,analyzed the system origin of its changes, and made the quantitative evaluation oneffects of Land Acquisition System by using cost return analysis method combinedwith specific land acquisition case. Based on building the evaluation index system ofLand Acquisition System, this thesis calculated the effect numbers of LandAcquisition System in 1978 and 2008 respectively by using fuzzy math method andmade the comparative analysis at the same time. Thirdly, this thesis concluded andsummarized the existing problems of current Land Acquisition System, built anevolving winning model of China's Land Acquisition System by learning S. Peltzmanand G.S.becker models of System Economics, and drew a conclusion that'government and enterprise alliance'is the reason of balancing problems of LandAcquisition System under current changing economic situations. This thesis also setup Central Governmental Land Acquisition System effect function model based onthe above conclusion. Finally, this thesis analyzed the relative theories theenlightenment to perfect China's Land Acquisition System and explained theprinciples of reforming Land Acquisition System and decided the reform target andpathways, and also put forward the specific policy suggestions to perfect LandAcquisition System in China.The following is some innovative aspects of this thesis. Firstly, it sorted out andsummarized the changes of Land Acquisition System over the past sixty years; it alsoanalyzed the evolving development trends of Land Acquisition System and origins ofSystem Economics. Secondly, it not only considered the economic factors of LandAcquisition System evolvement, i.e. the transaction expense and social cost during thesystem evolving process, but also analyzed the social values background and culturalrecognition elements of system evolvement. Thirdly, it set up the evaluation indexsystem and fuzzy math model of Land Acquisition System. For the first time, thisthesis conducted the qualitative evaluation on China's Land Acquisition System, andit set up an evolving game theory model and effect function. Finaly, it clarified thecreative target and pathways of Land Acquisition System under the guidelines of relative system theories, and put forward the policy suggestions to perfect LandAcquisition System in China.The academic results of this thesis is to explore its laws and mechanism throughresearch on evolvement of Land Acquisition System in China and puts forward thereasonable explanation for complicated system changes and scientific evaluation forLand Acquisition System. The results in practice lies in that it provides thedecision making grounds and guidance for government during reform course of LandAcquisition System so that the reform can be better compatible with market, and landacquisition work can be better organized.There are 14 pictures, 18 charts and 118 reference articles in this thesis.
