Under the background of the rapidly economic development and the aggravatedenvironment, promoting the industrial system’s positive response to the economicglobalization and global climate change, innovating the basin’s industrialdevelopment model and constructing the industrial spatial organization model are nowthe new issues that facing basin sustainable development. Songhua River Basin (JilinProvince paragraph) is the important heavy chemical industry base and grainproducing areas of Northeast China, which occupies an important position in thedevelopment of the national economy. Its environment especially the waterenvironment directly affects the economic development of Northeast China, theresidents’ living conditions, as well as the international relationships with China’sneighboring countries.Based on the human-land system theory and the new trend of environmentalsystems’ coupling study against the global environmental change, this paper analyzesthe coupling and spatial characters of the economy-environment with the methods ofthe EKC. The paper concludes the coupling mechanism of the industry-environmentsystem to propose possible optimal development models in different scales. And itwill promote the environment to a better state, and lead the basin’s economy andenvironment to coordinated development as well.The main research contents are as follows:1.Based on the review of the economy-environment and industrial spatialorganization theory, the analysis of the different stages of economy-environmentsystem and the connation of the industrial spatial organization, the internalrelationships between the industrial spatial organization and environment is revealed.It will enrich the connation of the economy geography, industry ecology andenvironmental science, by revealing the analysis framework of the economy-environment system, and the common rules of the industrial spatial organization.2. The spatial-temporal characters are concluded by using the EKC. The papercalculates the coupling degree and coupling coordination degree between the economy development and the water environment. By constructing evaluate formulate,coupling model and coupling coordinate model, the coupling mechanism between theeconomy development and the water environmental quality are analyzed.3.Taking the monitoring sections as the object, every monitoring section’spollutant density and main pollutants are recognized by using ArcGIS and the spatialcorrelation method, and further the major polluted areas? And the major pollutantsare identified as well.4.Based on the above analysis, the industrial characters of the major pollutantsare discussed,in order to find the heavy polluted region. And then the spatialcharacters of the pollutants are concluded.5.Aiming to adjust the basin’s industrial structure and optimize its spatialorganization, different scales’ industrial spatial organization models and some advicesare put forward, based on the different pollution degrees,industrial characters andlayout.The main results can be concluded as follows:1.The GDP and the per capita GDP present a growth trend in the perspective ofthe economy development. The primary industry presents a decline trend, thesecondary industry firstly presents declined and then decreased and the tertiaryindustry present a growth trend. And the working population of every industrypresents the same trend as each industry. Although the first industries workingpopulation is declined, but it occupied the major position.2.Different pollutants display different changes, by taking the EKC to analyzethe environmental index and the per capita GDP. The fitting curves of the wastewateremissions, industrial solid waste generation, per capita industrial waste gas and percapita industrial wastewater display the―U‖shaped. The fitting curve of per capitaindustrial SO2emission displays an inverted―U‖type. The fitting curves of CODemission and per capita COD emission display the―N‖type. The fitting curve of percapita industrial wastewater displays the―U‖type and inverted―U‖type. The fittingcurve of per capita sanitary wastewater presents straight up trend, while the per capitasmoke emission and per capita dust don’t fit the EKC curve and not pass theexamination.3. The conclusions are concluded: the value of the water environmental indexrises with the economic index in the time series, which means that both of themdisplay basic coordination. The development of economy doesn’t affect theenvironment a lot. From the prospective of coupling coordinate degree, the system is interactive coupled and has complex, nonlinear and time-varying characters. The firstlow couple of the system comes through a varied trend from incoordination tocoordination, then antagonism, and then breaking-in stage. The coupling value is inthe first quadrant, which implies that the system is at the coordination stage.4. The coupling degree has complexity in space, which character is that the Eastis higher than the west; the values of Changchun and Jilin City are higher thanSongyuan and Baicheng city. The coupling value of the upper stream is higher thanthe downstream from the prospective of the river flows. The reason is that economiclevel of Chang-Ji city, which in the upper stream and higher than the downstream,takes more strict measures in protecting environment and decreasing the pollutionemission. So their environmental quality is much better. The interactive effect of theeconomic and the water environmental quality not only depend on the economicdevelopment, but also on the industrial structure, the relation of these cities, and soon.5. By calculating the industrial gathering level of every city, we find that theindustrial concentration degree shows a strong correlation with the industrial spatialconcentration. The value of Changchun is higher than other cities, and the Jilin city isthe lowest from the perspective of the industrial concentration development.6. The pollutants of the major industry are identified. The source of COD ispaper producing industry, motor industry, agriculture and sideline foods processing.The source of ammonia nitrogen is Water production and supply industry,Agricultural and sideline foods processing,Raw chemical materials and chemicalproducts,Chemical fiber manufacturing. The petroleum industry’s source is motorindustry, oil processing, Coking and nuclear fuel processing, Water production, supplyindustry. The major six pollutants are mainly coming from the Changchun and JilinCity, little in other areas, from the prospective of the spatial character.The optimization models of the industrial spatial organization are proposed indifferent scales based on the above conclusions.
