Study On The Coordinative Development Of Environment And Economy In Minority Regions Of Upstream Of Yangtze River

The coordinating development of ecological environment and economy is the important part of the sustainable of development theories. In the system of the ecological environment and economy, the ecosystem, the carrier of economic activities, can provide different kinds of natural resources of ecosystem for economic development, while positive economic development can protect the ecological environment. Minority regions, where the minorities have lived together for generations, are underdeveloped in society and economy in China. It is significant to achieve coordinating development of ecological environment and economy for the minority regions.It starts the study with defining some basic concepts and categories, to analyze the interrelation between environmental protection and economic development and inner mechanism that cause the unbalance between environmental protection and economic development, to judge the relationship between environmental protection and economic development by the methods of quantitative analysis and qualitative analysis. On the basis of analyzing the reasons that cause the unbalance between environmental protection and economic development in minority regions of upstream of Yangtze River, it gives the advice to realizing the coordinating development of ecological environment and economy.The main conclusions of the paper are listed as follows:1. Constructing the index system for balancing the regional ecological environment and economical development. The index system contains two subsidiary systems, which are quality of regional ecological environment and economic development. Applying the index system and provincial data of 2001 to 2005 to measure the coordination status of development of ecological environment and economy in minority regions of five provinces which the mainstream of Yangtze River flows through, the result demonstrates that Chongqing is in the basic line of harmonious range, the others are not harmonious. During 2001-2005, the trend of harmony for ecological environment and economical development are in the constant optimization in Chongqing, Sichuan, Hubei and Yunnan, but the level of coordination of Qinghai is deteriorating.2. The reasons that environmental protection and economic development have lost balance are complicated. The primary reason is fragility of natural environment. The main reason is the violent interference of economic activities. The deep reasons are defects in the institution, management, economy etc.3. It gives some available ways to solve the imbalance of environment and economy in minority regions of Yangtze River based on the analysis of experience abroad: to change the pattern of economic growth, to strengthen the regional collaboration, to vigorously develop economy with special characteristics, to carry out the project of poverty alleviation.
