The Research On New Pattern Of Regional Environment Governance

Since the1990s, with the rapid development of China’s market-oriented economy, urbanization and regional integration, many traditional internal public issues and public affairs are increasingly becoming external and unbounded. A large number of regional public issues have turned into trans-boundary problem, especially the "upstream pollution downstream complain,"I pollution, you pay" and other forms of regional environmental pollution is particularly prevalent and become increasingly prominent. Due to the rigid management resource are allocated by the local governanment, hence the conflict between the regional environmental protection and the division of administrative system made it can’t meet the modern management needs of the regional public affairs. Therefore, exploring new ways of regional public governance, the new pattern to involve local governments out of regional environmental governance cooperation predicament and really play a positive role in regional public affairs has become a pressing issue in public management research.Focusing on the problem of how to build an efficient regional environmental governance model and even break throw the cooperative dilemma in regional environmental governance, this paper takes "the manganese triangle" area of Chong Qing, Hu Nan and Gui Zhou province as a typical example, on the basis of in-depth investigation, using the systematic methods of "deconstruction-analysis-consolidated" to scan the series of specific events happened in the this region during the period of2000-2012, and trying to present the process of regional environmental governance performance that how to breakthrough Prisoner’s Dilemma. Then, under the analysis above, this paper following the process of reflection-summarizes-cognitive, so as to refining theoretical implication behind this case, and try to find out the key factors that affect the performance of regional environmental governance as well as the deeper reason behind governance predicament. Finally, based on the experience of the "the manganese triangle" area environmental governance, the paper provides some innovation policy recommendations for regional environmental governance, so as to provide regional environmental governance experience for other regional environmental issues can be effectively controlled in China.
