Industrial safety is an important part of a country’s economy security, and moreover, national economy security is a part of national security. Nowadays, with the rapid development of economic globalization, a lot of problems are aroused, especially the issue of industrial safety. The maintenance of industrial safety is premise of industrial development. Edible vegetable oil is a necessity for the consumer, and the security situation in edible processing industry is bound to affect the social and economic instability, and to bring some national security risks. Currently, maintaining the safety of edible vegetable oil processing industry, and promoting the development of edible vegetable oil processing is the basic requirements for social stability. Therefore, this study has great practical significance on national economy safety. This study on industrial safety mainly focus on the view of foreign investment.First, this study makes a brief introduction of Chinese edible vegetable oil processing enterprises numbers, scales, production status and corporate distribution., followed by a further analysis of the development environment of Chinese edible vegetable oil processing industry occupancy from import and export trade, the domestic market demand, market share and availability of raw materials. After grasping the basic situation of Chinese edible vegetable oil processing industry, this study compares the three fields of the per capita profits, the industrial labor productivity and industrial concentration between Chinese and foreign enterprises. According to the above analysis, this study shows that foreign-funded enterprises caused a lot of competitive pressure to Chinese enterpriese, and threw a great threat to Chinese edible vegetable oil processing industry. Which now is worrisome.In order to calculate Chinese edible vegetable oil processing industrial security situation exactly, based on the principles of construction industry safety, this study establishes Chinese edible vegetable oil processing industrial safety index System, which composed of three indicators including the industrial development environment, international competitiveness and control of industry. Furthermore, fuzzy evaluation method are used to estimate the security situation in Chinese edible vegetables oil processing industry. The result reveals that the overall situation of Chinese edible vegetable oil processing industry from the year 2006-2012 is unsafe. Then, using principal component analysis method to analyze the impact of various indicators of industrial safety of Chinese edible vegetable oil processing industry, and concludes that industrial competitiveness is the most important factors affecting industrial safety, industry control is the secondary industry factor.Finally, this study analyzes the causes of insecurity of the whole industry, high dependence on foreign raw materials is mainly caused by easing oil policy and a single product structure; relatively weak international competitiveness of industry is mainly caused by combination of the gap in product quality between that of Chinese and international and too much number of small and media sized enterprises makes the low concentration of industry. The high control of foreign-funded enterprises in Chinese edible vegetable oil processing industry caused by the following three aspects: shortages of law legislation, less regulation of foreign-funded enterprises from our government and high dependency of foreign-funded enterprises. According to he above analysis, this study gives some suggestions corresponding to maintain industry security: Firstly, use the rules of WTO to control the number of imports of raw materials, while developing diversified planting of domestic oil production to change the current structure of soybean oil-based oil; secondly, promote mergers and joint Chinese edible vegetable oil processing industry, promote industrial structure optimize and improve the efficiency of resource use, improve product quality standards on this basis, at the same time, take the product line of difference, according to the characteristics of their oil production internationally competitive products, at the same time, strengthen the role of industry associations. powerful Industry associations will not only help the development of enterprises in the industry but also representatives of business and multinational grain merchants bargaining negotiations, we can compete in the international market more language rights. Finally, propose to build pre-warning and post-emergency measures to execute the principles strictly as well as to weaken the control of foreign-funded enterprises. Furthermore, take great advantage of SMEs(Small and Medium Enterprises) to let the large one help small one, and gradually reduce the dependency situation of SMEsThe innovation of this study is to construct the index system which is more suitable for this type of edible vegetable oil industry and add the raw materials dependence in industrial development environment, proves the stability of the sources of raw materials is the critical factors influences on the development and security of industry. And also simplifies the industrial control and industrial competitiveness in some indicators, which makes the index system more operative. The empirical analysis also concluded that the Chinese edible vegetable oil processing industrial safety is worrisome, weak international competitiveness of industry are the main factors affecting the industry safe. By depth analysis, this study assumes that the foreign fund plays inhibiting function. While the use of competitive market theory explains the current state of Chinese edible vegetable oil processing industry which requires protection. On this basis, according to different causes, proposes some practical advice.
