With the continuous advancement of industrialization,industrial economy has created huge wealth for mankind,but also brought many negative impacts,such as resource exhaustion,environmental pollution,ecological damage,human survival and development are seriously threatened.The report of the 19 th National Congress pointed out that in order to achieve green development and build a beautiful China,it is necessary to formulate a more stringent environmental regulation system and rely on the system to constrain the negative effects of industrial development.Therefore,to promote the high-quality development of the industrial economy,we must achieve a win-win situation in the improvement of resource use efficiency and environmental quality.In view of the current academic research on environmental regulation and industrial competitiveness mainly focused on a specific industry,this paper innovatively studies the direct and indirect effects of environmental regulation on regional industrial competitiveness from the perspective of regional economics,aiming at finding a way to improve regional industrial competitiveness and sustainable improvement of ecological environment.In order to objectively measure the effect of environmental regulation on regional industrial competitiveness,this paper combines literature analysis with empirical test,and carries out research according to the idea of 'literature sorting-mechanism research-description of the status quo-empirical analysiscountermeasures and suggestions'.Firstly,this paper reviews the relationship between environmental regulation and industrial competitiveness,the path of action and relevant policy recommendations,and explores the impact mechanism of environmental regulation on regional industrial competitiveness.Secondly,the current situation of regional industrial development and environmental regulation is analyzed,and the existing problems in China's industrial development are found.Then,based on the measurement of environmental regulation and industrial competitiveness index,the paper empirically examines the direct and indirect effects of environmental regulation on regional industrial competitiveness.The empirical results show that:(1)Shanghai,Anhui,Shandong,Guangdong,Tianjin,Henan,Zhejiang,Hainan and other17 provinces have higher intensity of environmental regulation,and industrial competitiveness in 11 provinces and cities such as Jiangsu,Guangdong,Shandong,Zhejiang,Henan and Shanghai is higher than the national average.(2)From the perspective of direct impact effect,in general,the influence of environmental regulation on regional industrial competitiveness shows 'U-shaped' characteristics,and the coefficient of influence on competitiveness in areas with higher industrial competitiveness is positive.From the perspective of indirect effect,environmental regulation will offset the role of foreign investment,technological innovation and foreign trade in promoting industrial competitiveness,but it will have different offsetting effects on competitiveness in different regions.Finally,the article puts forward countermeasures and suggestions from three aspects: industrial environment regulation,industrial development and industrial structure layout.
