An Empirical Analysis Of The Impact Of Environmental Regulation On Regional Industrial Competitiveness In China

With the continuous upsurge of global environmental consciousness, the conception of environmental regulation and sustainable development is drew an increasingly attention to by government and society in China. Therefore, research on environmental regulation-based industrial competitiveness becomes a focus of great significance.Based on the economic reform in China, the paper, which is on the angle of promoting regional economic and balanced development of environmental regulation, uses international research in the field for reference with own innovation to establish a practical appraisal system of Environmental Regulation Stringency (ERS) conforming to our country, and analyzes the impact of Chinese regional ERS on local industrial competitiveness. The research has significant referential value for analysis of the relationship between regional environmental regulation and industrial competitiveness. The result can be utilized as a reference of state and regional economic decision-making; meanwhile it enriches the study in the related fields.As for the theoretical research, the paper used an economic analysis of environmental regulation on the angle of Welfare Economics and Institutional Economics and drew a conclusion that governmental environmental policies have a great effect on economic and industrial development in a country and regions. Integrating three aspects including environmental regulation theory, regional industrial competitiveness and the impact of environmental regulation on regional industrial competitiveness, it analyze the mechanism on how environmental regulation influences industrial competitiveness. As for empirical research, through the establishment of an integrated appraisal system of regional ERS and industrial competitiveness, the paper measures the domestic ERS and industrial competitiveness, as well as makes a classification of high ERS regions, low ERS regions, high industrial competitiveness regions and low industrial competitiveness regions. On the base mentioned above, it made an empirical research on the relationship between Chinese regional ERS and industrial competitiveness both qualitatively and quantitatively through Log-Linear Models and Meta-Analysis, then came up with a conclusion that high ERS regions are much more competitive than the low ones, and further put forward some related policies and suggestions.
