Study On Practice And Effect Of Ecological Protection Compensation In Key Ecological Function Areas Of Zhejiang

The implementation of ecological protection compensation is an inevitable choice to promote the coordinated development of economy and ecology and to achieve sustainable development.Since 2013,Zhejiang Province has been implementing the pilot work of key ecological function zones in Kaihua Country and other places,with a target to achieve a complete system of compensation for ecological protection in a wider geographical area.Summarizing and absorbing the experience of ecological protection compensation,analyzing the effect of compensation for ecological protection from county level and farmer level is of great significance for improving the compensation system of ecological protection,and is conducive to the long-term development of key ecological function areas.Based on the analysis of ecological compensation practice history of Zhejiang provincial key ecological function areas,this study analyze the effect of ecological compensation practice on county and farmers' perspective separately,and then puts forward the countermeasures of improving ecological protection compensation in Zhejiang province key ecological function areas,the main research process and conclusions are as follows:(1)By using the case-oriented method and statistical analysis to described the course of development of Zhejiang ecological compensation practice,and divided the course into three stages: the spontaneous exploration stage(before 2005);the formatting and stepping stage(2005-2013 years);the transition and improving stage(after 2013).(2)Based on the county level,using principal component analysis method,we analyzed the comprehensive effect of ecological compensation practice in Zhejiang from year 2003 to 2016 at Kaihua Zhejiang Province,and got the same result with the development of ecological compensation in Zhejiang.Before 2005,the comprehensive score factor of ecological effect was relatively small,and the score of comprehensive effect showed a negative growth.The comprehensive score factor of years 2006 to 213 increased significantly compared with the year before 2005,the annual average growth rate increased to 0.08,and the average annual growth rate increased 0.1 after 2013.From the spatial dimension,the practice of compensation for ecological protection in 11 key ecological functional areas of Zhejiang,including Kaihua Country,is compared and analyzed.The results show that the overall score of Kaihua is second.(3)Based on the perspective of farmers,ecological compensation effect on Farmers' income structure,employment structure and farmers' satisfaction of the compensation policy of ecological protection were analyzed by using descriptive statistics and logit regression method respectively,the results found that traditional agriculture and forestry farmers income ratio decreased,green source of income increased;farmers' satisfaction of compensation policy for the ecological protection is mainly effected by the transfer payment amount and the ecological consciousness of farmers.(4)The Countermeasures to improve the ecological protection compensation in the key ecological functional areas of Zhejiang province.From the perspective of management reform,improving backup system,improving compensation mechanism of marketization and diversification of ecological protection,improving ecological examine system and strengthening acknowledgement of ecological compensation,this study put forward some suggestions to improve the ecological protection compensation in key ecological function areas of Zhejiang province.
