The scale of highway construction in China becomes larger and larger, which involves a wide range.There are lots of investors coming from many industries. At the same time, due to the shortage of thorough building management theory, specification and technology, construction projects management relys on the capacity and experience of the engineering control subject exorbitantly. Thus, engineering executive power is insufficient and the result of the target is unstable.In this paper, a series of research results of the highway construction management theory and technology were obtained through the deep study of project management in theory, the summarization analysis and test of the experience in project management.As the first innovation, a standardized management system for the road construction was built. The writer proposes and defines the concept and content of the highway construction management technology system based on the theory of institutionalization, standardization and the refinement. Through taking the theory of highway construction management executive control and the core management technology as the skeleton, a standardized management system was built for the road construction from many dimensions including the standards of target management, content management, content implementation and executive means.; and a cultural system that combines execution channel with effect control was reflected at the same time.The system considers achieving the goal of construction in the high standard as a conscious engineering activity which carry out the project culture combined execution channel with effect control.As the second innovation, a set of core technologies for management technology system of road construction was formed. The contractual, procedural and formatted management techniques for highway construction were developed systematically. During this procedure, through taking target management theory as the core; pre-warning controlling and uniformize rights and responsibilities as the basis; systematization and rationalization as the standard; construction regulations and construction technology as the support to clarify the responsibilities and obligations of the executive control subjects and form a set of core technologies in standardized management which make the target management contractual, the management content formatted and the content executed procedural. These technologies incorporate the construction technology into the management naturally and realize the docking between the technology of road construction and the management technology efficiently.The third innovation is the theory of road construction executive control management. Based on the system theory, the execution theory and the pre-control management principle, through the deep analysis of three core elements that are strategy, personnel and operation, the internal mechanism between "executive" and "control" was seeked out, which is not only opposite independently but also interaction mutually. The eight important elements——target, plan, organization, personnel, process, information, tool and culture——that affect executive control was pointed out. With applying System Analysis Approach to analyse system function and environment, road construction executive management theory is bulit. During this procedure, executive controlling theory was put forward for the first time, this theory includes a set of ideas and methods in management to ensure that the management layers, construction units and staffs within the road construction project organization will obey laws, regulations, norms, standards and regulations strictly to realize the desired goals.In this paper, the writer takes the east part of the Circle Road in Guangzhou for example, which belongs to the National Highway, to apply the research results of this study to construct this project and obtains numerous obvious management benefits. This application validates the scientificity and rationality of the research result in this study.
