In recent years, typhoon Disaster in Hainan, except wind disaster, also led to seriouswater logging in Haikou and Wenchang, and led to mudslides, landslides and otherdisasters in middle and lower river basin, and damaged about all of the reservoirs inthe whole island. Internal and external land sea, and air transportation was severedbasically in period of time, these disasters were devastating blow for the gold coast ofthe eastern Hainan Island and other core industries, disasters to the devastated. ForHainan Island, the loading area, the comprehensive prevention and control of thetyphoon disaster is imminent without delayed, the formulation of a composite windstrategy should also match with the strategic position of "International Tourist Island".The studied area located in the eastern urban belt around Hainan Island, this paperpreferred to start from Hainan Island overview, analyzed the study area status of thenatural landscape geography, climate, resources and environmental conditions.Focuses on the ancient urban with ideas in Hainan Island, and its connotative ideasand strategies of wind and flood prevention, found that, in Hainan, the rectanglesettlement and ship type house and so on, in ancient village and town, has a goodwind and flood control functions, the principle can provide the basis for future urbanconstruction, iconic arcade in modern Hainan in addition to had the advantages ofadapting to the local climatic characteristics, and embodied wind characteristics, it isalso a good reference object. In order to study main foothold coastal zone better,overview of the disaster is necessary. Since the globalization of coastal zone, it hadbecome the engine of world economic development, played a vital role. For HainanIsland, almost all of the modern intelligence focused on the coastal zone, the goldentourist belt at the eastern island concentrated almost all the functions of the cultural,economic, industrial, and a variety of soft conditions can be described as unique. Atthe same time, it is the region that China’s typhoon landing and impacting, thecontradiction between the rapid development of urban and composite typhoondisasters exacerbated, and it is the main factors that restrict the development of thiscoastal, and it is the main contents of this paper.Then, the analysis of typhoon disasters is beginning, this study area sufferedcompound calamities caused by typhoon, including storm surge, wind and rain oftyphoon, urban water logging, landslides, river flooding and other disasters, so thedefense strategy should be used comprehensive. Urban as an organism existed, the normal operation of urban interference of urban problems and the risk of urban, theexternal force, especially natural disasters, the concentration of urban risks theoutbreak will lead to the collapse of the urban system, causing tremendous damage.So prevention of typhoon disaster should from regional to urban, from neighborhoodsto the building, on the whole, strategies should combine with macro, meso and micro,so as to construct three-dimensional wind strategy.The macro level, the eastern urban zone around Hainan Island is the research object.First of all, beginning as the regional planning level, involved in disaster preventionand mitigation framework, that contains the content analysis, and penetration ofrelated factors, such as disaster economics. Related strategies, upcoming contingencyplans, disaster prevention strategy to enhance regional perspective, to observe andmake a plan from a higher level, from Hainan urban system planning, control strategyof the strip urban within the study area, in order to avoid the urban extend by thecoastal zone lines to the hinterland, and plug the ecological corridor. Secondly,starting at the level of laws and regulations, since ancient, China is a typicalcontinental country, from top to bottom, lacked of maritime awareness, reflected inthe everyday life and production, lacked laws and regulation offshore territorial seaand land. From the induction of real problem to the legal systems in Europe andAmerica, and then the brief description of the evaluation system, until theimplementation of Hainan local area, This article provide the basis for theconstruction of the relevant local legal system.Thirdly, known from the previous text, the study area contains many types offunctions, this paper analysis and summarizes the main functions of disasterprevention in the region demands, in the first place is co-ordination of land and seaterritory, the coastal zone as a whole exist, then expand the disaster prevention andanalysis. Including aerospace industries, coastal industrial layout, high speed rail,ports and land reclamation. Fourthly, the comprehensive strategy uses the ecologicalenvironment, including the island ecological forest setting, wind strategy fitting theecological construction of urban, system planning of island-wide regionalization ofriver and lake water. Fifthly, the strategy applies IT and data simulation technology,the information visualization has been done for simulation data, so thenon-professional can understand the intuitive concept of urban disaster.The Meso level is implementation and urban space. The strategy is implied the spatialdimensions of disaster planning after urban risk assessment, including the choice of venue construction, the construction of urban lifeline and flood control facilities,urban relief classification definition. The implementation of specific planning will befocused, including the major urban in the regulatory level, the maintenance ofwindbreaks and coastal wetlands, specific means of river planning. Then the discourseis expanded on urban layout and location, including urban construction site, the meansof disaster prevention in urban design, the special requirements of the roaddifferentiation of functions and typhoon shelters. The urban logo, lighting and otherdetails also determines the efficiency of urban disaster relief, the paper also gives abrief description of the demonstration.The micro level, the first part of the principle involves the overview of wind, based onthis, using wind-driven experiments and numerical simulation techniques to analyzethe two high-level of Haikou and the surrounding buildings, drawing toweringbuildings and irregular (ultra) high-level, amount of buildings are not conducive tourban wind, the conclusion is these buildings should be circumvent. Based on theconclusion, author analyzes reasonable steps and other impact factors. Then paperdiscusses the relationship between the urban and wind, analyze localization strategyof urban density and wind speed, air circulation in the town, means of urban design toimprove ventilation, building ventilation design to meet the requirements of life.In summary, expecting this discourse construct a composite three-dimensional windstrategy in which legal system is complete, combine with macro-layer, meso-layer,micro-layer, ecological and environmental protection is favorable, the study area havegeographical features.
