The rapid development of high-speed rail is one of the important goals of the modernization of railways; high speed, low power consumption and higher safety performance are advantages of the high-speed rail, which makes it, become the first choice of long-distance urban transport. Planning and construction of high-speed railway will greatly ease China’s long-standing problem of the shortage of transport capacity. Conversing the principal contradiction between the rail transport capacity shortage and traffic growing contradiction to lower level of rail transport services and a gradual increase requirements of passenger transport service quality. High-speed train diagram as an output product of the high-speed railway has some new requirements in its evaluation.The article first discusses the different between high-speed train diagram and the existing train diagram on view of structures, and from this perspective the article explores issues related to evaluation problems under the new conditions of a new background. Evaluation of the production efficiency of rail transport, the quality of passenger service and actual operating results evaluation are the three main evaluation systems. Then evaluate the quality of the train schedule through the gray evaluation method according to the new evaluation system. Specifically as the following:(1) Comparing similarities and differences of high-speed train diagram and existing train diagram from three aspects such as the structure of train graph, passenger demand of transport and compilation method of the graph, then analysis the necessity of establishing high-speed railway train diagram evaluation system.(2) To build high-speed railway train diagram evaluation indexes. This article pointed out that the issue related to train operation diagram quality evaluation cannot be only confined to the speed of passenger trains, the use of transport capacity and the structure balance of the graph; it should also focus on improving the quality of passenger service, establishing the passenger service quality evaluation indexes, such as consumption of passenger travel time, reasonable passenger departure and arrival time, average passenger waiting time, service frequency and accessibility of train graph, the adaptability of the number of trains to passengers and the cost of passenger travel. This article in addition to the evaluation of the static performance of the train schedule, evaluates the schedule’s dynamic performance through the following indexes:train late time, the number of late trains, extra stops, rate of recovered delay time and buffer time utilization.(3) High-speed railway train diagram evaluation system. Probability and statistics with the mathematical model are given to describe the static index, computer-aided are used to calculate index value:this article get the dynamic performance of the train graph through the simulation platform. Using information entropy method to determine the weight of each index, the use of gray evaluation method are use to evaluate the quality of the train graph. This article takes section of north of Chongqing-Chengdu as an instance to verify the validity and usefulness of the evaluation indicators and methods.This article focuses on high-speed train diagram quality evaluation, and in depth study and discussion of concept, indicator function, and evaluation techniques of the train diagram, and ultimately establishes the evaluation system to conduct the quality evaluation, the evaluation results feedback to working diagram phase in order to supervise the drawing up and perfect the preparation theory of train diagram.
