In this thesis,"Residential public service facilities" are public welfare facilitieswhich have direct relationship with daily-lives. They normally serve the localpopulation of100-200thousands people in1-2streets. For the residentialdevelopment in the market-oriented system, the supply of residential public servicefacilities can be understood as a three-step process, such as investment, constructionand operation. This process involves a few players such as government departments,market developer and operator as well as the general public. They all have differentresponsibilities, rights and obligations in this process. This paper utilizesmulti-disciplinary knowledge such as urban planning, economics, politics andmanagement, to research the supply logic of residential public goods by means of dataanalysis, in-depth case study and comparative study. This thesis establishes atheoretical framework for Assurance System of Residential Public Service Facilities,which focuses on technical assurance from urban planning aspect, and economicassurance from funding aspect for construction and implementation, to ensure anadequate supply of residential public service facilities.Chapter1is the introduction, defining the objective and scope of this thesis,discussing the background and the significance of the topic, reviewing the relavantresearches of this subject, and indicating the research framework.Chapter2analysises the essence of the Supply of Residential Public ServiceFacilities. The primary principle of the supply system is fairness; efficiency comes thesecond; and moderate technical standards act as the foundation. The supply systeminvolves the government, the maeket, and the social public. And the result of thesupply is affected by technology factors, economic factors and system factors. Thethesis analyzes the contents of this three parts, which forms the research framework.Chapter3describes the supply status of the residential public service facilities inGuangzhou. First, introduces the whole process from the aspects of urban planning,construction, transfer, ownership and operation, discusses the relevant policies andregulations. It then goes on to traces the source of funding, the status of implementation and market-oriented operation of residential public service facilities.Itfinally points out and analyzes the existing problems.Chapter4focuses on the configuration criteria of residential public servicefacilities in Guangzhou.It compares the Guangzhou standards with the ones in Beijing,Shanghai, Shenzhen and other cities as well as the national criteria, from the aspectsof service capacity, functional classification, typology of services, floor size, land size,per capita standard and their setting requirements. This chapter also analyzes the mainproblems and limits of the existing configuration criteria.Chapter5studies the regulation of residential public service facilities from theangle of urban planning. This chapter deeply analyzes the method of total floor areacontrol of residential public service facilities in Guangzhou, revealing the contents ofthis method, pointing out its limits, as well as emphasizing its positive contributions.It suggests to distinguish the "publicly-shared" facilities with the "publicly-owned"facilities residential public service facilities. The detailed control planning should beresponsible for the land use of the "publicly-owned" facilities, and the projectmanagement of development should take the charge of the implementation of the"publicly-shared" facilities. In addition, the thesis suggests a means to improve the"standard household" and area conversion regulations, which could be a short-termimprovement strategy.Chapter6analyzes the supply of residential public service facilities from theaspects of "investment","construction" and "operation", with a focus on how themarket could take part in the facility-supply. The paper first studies various residentialpublic service facilities from different neighbourhoods, listing the gradient of publicwelfare of all the facilities. At last, it provides suggsetions on the appropriateinvestors, constructors, operators for all the facilities, and proposes suitable methodsfor operation.Chapter7summarizs the key findings and suggests further research. Residentialpublic service facilities carry the spirit of "community". Its supply involves thegovernment, the market and the society with different responsibilities, rights andprofit. Urban planning takes the major responsibility to distinguish the public products with the private properties in residential development, which keeps thebalance between the government, market and society. Residential public service mustbe mainly provided by the government, and should be relied on the cooperation of thisthree parts in terms of investment, construction and operation.
