Residential Public Welfare Domain Center Cities In Shanxi Province,the Public Service Facilities Allocation Standard Research

Public service facilities in residential areas refer to public facilities provided by government agencies or social organizations to all residents,not for profit or for profit,but not for their main purpose,to carry out various activities such as cultural,sports,medical and other activities,including medical health facilities,cultural facilities,sports facilities,and sports facilities.Elderly welfare facilities and so on.Public welfare public facilities is an important part of the residential area,is an important carrier for residents to carry out daily activities,involving the public interests and overall living standards of residents in residential areas.However,the public service facilities for public service in the central urban residential areas of Shaanxi province are seriously inadequate,not only the serious lack of quantity and category,but also the uneven distribution of various facilities,which brings problems such as inconveniences for residents,lack of cultural activities and physical exercise,and poor service for the aged.In addition,there are many standards for the construction of public welfare facilities,not only the standards formulated by the construction departments,but also the standards formulated by the civil affairs department and the health department.These standards are contradictory and lack of unity,which makes the distribution of public welfare facilities in the current residential area uneven and the spatial layout is not balanced.In this paper,the present situation of public welfare facilities in the central cities of Shaanxi province is analyzed from the aspects of allocation ratio,spatial distribution,scale index,service content and so on.Secondly,it studies various factors and development trends that affect the allocation of public welfare facilities in residential areas.Thirdly,the relevant standards of the state and Shaanxi are compared,and the relevant indicators are predicted from the actual needs of residents.Finally,the allocation standard of public welfare service facilities of residential areas in central cities of Shaanxi province is worked out.The full text is divided into five parts.The first part introduces the research background,and selects three central cities in Yulin,Weinan and Shangluo as the research objects.And focus on the research purposes,research methods and research framework;the second part,starting with the basic concepts,combing the theory of public public facilities construction,the development process of public welfare facilities at home and abroad and the current allocation standard system,summed up the factors affecting the standard of public welfare facilities allocation,for the paper after the paper.The continuation of the analysis provides the theoretical basis;the third part,the current residential areas medical facilities,stylistic facilities,pension welfare facilities to analyze,summary of the appearance of public welfare facilities there are insufficient total allocation,single category,small scale,uneven spatial distribution and other characteristics and problems,to provide the basis for the formulation of the standard.The fourth part,from the demographic factors,residential factors,urban differences and other aspects of the influence factors of allocation standards,and explore the development trend of public welfare facilities in residential areas,provide the basis for the formulation of the standard;the fifth part,first put forward the principle of construction of public welfare facilities allocation standard,and then classify the facilities.Research on three aspects of facilities classification and configuration indicators,and finally set up a set of public service facilities for public service facilities in the central city of Shaanxi province.
