Currently, urban residential undertaking is confronted with multiple challenges due tothe ignorance of public interest. On physical planning level, challenges are presented asthe lack of supporting construction in parking space and green belt and the defective ofpublic infrastructure, with strong correlation to development intensity. In most cases, thecontrol and regulation on development intensity has overlooked public interest, namely,daylight, greenbelt and public infrastructure, which has led to an inaccuracy insupporting-construction relation. This dissertation established a mathematical model onthe relation between FAR and public interest indicators on residential land level anddistrict level, in cases of300built-up residential areas in Xi’an. The quantificationanalyzed on the sample residential land development intensity and supporting publicinterest indicators, in other words present performance, probe into the equitablesupporting-construction relation between development intensity and public interest onthe precondition of a prospected performance.This dissertation primarily argued the necessity, objective and methodology ofdevelopment intensity performance on theoretical level, indicating that the FAR underprospected performance is proved to be an elastic range, that is interval form, whichmeans the supporting-construction relation between FAR and public interest underprospected performance is independent from the impact of current landsupporting-construction condition. Then, in this dissertation, an establishment ofmathematical modeling on a single indicator of development intensity interval form iscompleted based on the most essential, direct and effective indicators in relevantcompulsory provisions as the public interest indicator. Thus, the current development intensity performance can be measured by the mathematical relation between currentFAR and FAR under prospected performance. And then, a comprehensive case singlefactor analysis and valuation on current development intensity performance is providedas a conclusion. The valuation shows that beside parking space factor, other deficiencyin public interest comes from the control and regulation in development intensity,therefore, equitable compilation on regulation and control of development intensity canbe crucial to the guarantee of public interest. Meanwhile, public interest hold a strongerimpact to the development intensity indicator than that of residential land level, so theattention on the supporting-construction relation between development intensity andpublic interest can be enhanced. In addition, the development intensity indicator underprospected performance is a theoretical assumption, the guarantee of public interest inplanning and application can be achieved under a combined regulation of each publicinterest indicators. Finally, Based on the mathematical model of interval form, therange of residential land FAR is0.8-5.9under ideal conditions. Combined withresidential average height and building coverage of the actual situation, FAR intervalwill be subdivided, as well as formatting the list of residential land developmentintensity interval form.
