Since2009, the Chinese Government announced that China was going to reducethe intensity of carbon dioxide emissions per unit of GDP in2020by40to45percentcompared with the level of2005at the Copenhagen Climate Change Conference,Energy Conservation and Emissions Reduction in construction industry has becomethe key target of China’s12thFive-Year Plan. This paper surveys development statusof China Low-carbon Buildings from three perspectives-National policy, Buildings’carbon-footprint accounting method and Low-carbon buildings assessmentstandards-and points out problems: the confusing concept of low-carbon buildings;the lack of evaluation tools for policymakers, profit-driven for developers andauthoritative certification label for owners. Therefore, it is necessary to establishLow-carbon building assessment system in China.This paper summarizes the main characteristics, object, tools, criteria, credits,weighting system, assessment process and results of typical six Low-carbon buildingassessment system in the world and points out the main problems in our country.Furthermore, based on the study of three key issues-carbon emission accountingmethod of buildings, benchmarking and weighting system, a theoretical model ofbuilding environmental performance assessment system was established.Based on the theoretical model and China’s green building assessment standards,and focusing on the carbon emission evaluation, this paper constructed China’s greenbuilding assessment system framework integrated assessment of carbon emissions andits assessment tools for new office buildings in Tianjin area. Finally, softwares forassessment system and LCA calculation tool for buildings’ carbon emission weredeveloped to improve the user experience and tested by a case study.The framework of China’s green building assessment system frameworkintegrated assessment of carbon emissions and its assessment tools for new officebuildings in Tianjin area proposed in this paper could be reference to the optimizationof current Green/Low-carbon building assessment standards in China.
