Construction industry is the largest consumption of resources and energy industry. According to statistics, over 50% of the resources and their use for the construction of the building process, generated 50% of the solid waste also comes from the construction industry, and the building itself is accompanied by acts of damage to the environment, so in low-carbon economy Development in low-carbon buildings is imperative. Low-carbon buildings from our current development situation, in its promotion process, there are many problems, mainly in the weak sense of social energy, innovative energy-saving technology lag, material utilization is low, the lack of state incentives and so on. The early stages of construction planning, as the construction project, its direct impact on the rationality of the latter part of the building construction, operation, management, and eventually dismantle the environmental impact of such links. It is a forward-looking and comprehensive systems engineering, represents the environment-friendly, resource conservation, sustainable development of high technology architectural planning concepts, providing people with healthy and comfortable living environment, the original building into the natural ecological environment and ecological balance with the formation of a new environment, and with the ecological environment in which harmony. Based on the domestic and international low-carbon analysis of the status of building development, construction planning leads to the concept, characteristics, basic idea, proposed building low-carbon limiting factor in the development process, and the basic method of architectural planning and design process, and then from the changes in consumer lifestyles and the transformation of government functions, the development of relevant law and policy environment, and strengthen the evaluation of energy-saving technologies and carbon emissions targets, and several constructive suggestions put forward. At the end, the author proposes the development of low-carbon building raised prospects and look forward to more scholars dedicated to low-carbon energy research in the field of building development work.
