This article is from the perspective of risk management, it will be widely used in theeconomic modeling analysis and mathematical prediction analysis of the construction riskcausing economic losses, casualties, direct economic losses, indirect economic lossesquantized into digital property calculation, calculated to quantify the amount of insuranceand the premium rate to provide a scientific basis for theoretical modeling of qualitativeresearch into quantifiable, and thus the risk of loss.This paper systematically discussed the feasibility and necessity of the implementationof the risk management and guarantee system of high-speed rail construction,engineeringinsurance, the role of the guarantee system, the analysis of the high-speed railwayconstruction risk, avoid and prevent, as well as rail construction, insurance, guaranteesmode. And contrast insurance and guarantee system abroad for engineering, through thechoice of the insured, the insurance intermediary’s straighten out the claims determinepremiums source and ratemaking research and explore proposed engineering insurance andguarantee system. The idea of the new model, and the establishment and improvement ofthe index system of risk management process, Strive to scientific and Operabilitycombination of research content,based on analysis by the railway construction project riskidentification, risk assessment, risk aversion, combined with the current state of the nation,the road situation on the establishment of the railway construction project insurance,guarantee system difficulties and the difficulties of the analysis, the final combination ofrelevant national laws and regulations, proposed rail construction insurance, guaranteesystem operability.The contribution of this article and innovation is mainly reflected in the following fourareas:(1) The research perspective is unique: the existing literature is more concentrated inrailway construction and technical problem solving, from the tunnel construction, largebridge construction, soft ground resolution of technical issues.
