Study On People’s Livelihood Oriented Urban Planning And Management In Contemporary China

Urban planning and administration is the basic content of the government’sfunctions. The people’s livelihood is of great significance to the process of the urbanplanning administration. Also, urban planning administration plays a fundamental rolefor the people’s livelihood.This article focus on the inner relationship between the concern of people’s livelihoodand the urban planning administration; systematically studies function and connotationof the people’s livelihood-oriented urban planning administration, profoundly discussescurrent contradiction and restraining factor in the new period of it as well. Based on this,exploring the current improving orientation of the concept of people’s livelihoodoriented urban planning administration is possible; in order to make every effort seekingways and methods to insist the theory of people’s livelihood oriented urban planningadministration in the new period, from government management and social governance.This article can contribute to the increasingly complex theoretical of China’surbanization process.The thesis is divided into four parts:Part One: Discusses the internal demands of urban planning administration. People’slivelihood concerns the inevitable connection between the people’s livelihood and urbanplanning administration. First, through the property for living of urban functions, urbanplanning administration’s security role on the people’s livelihood, analysis developmentof the degree of people’s livelihood concern, demonstrates that people’s livelihood is thetheoretical understanding of urban planning administration’s value orientation. Second, through analyzing the demands of social and economic rapid development, urbanizationprocess, equal distribution on basic public services for urban planning administration,puts forward the corresponding response. Meanwhile, introduces the realisticbackground for insisting people’s livelihood oriented urban planning and administrationin the new period.Part Two: Systematically studying the connotation and function of people’s livelihoodoriented urban planning and administration is the core theoretical interpretation of theconcept in this article. Based on the meanings, characteristics and the scope of people’slivelihood oriented urban planning administration, interprets the basic meaning of theconcept of it. The anticipated functions of the people’s livelihood-oriented urbanplanning administration are: putting forward to strengthen urban managementinnovation ability; improving the urban quality of the people’s livelihood of the masses;promoting connotative developing style of urbanized construction; providing the urbaneconomic and social development with a domestic motivation.Part Three: From the viewpoint of the reality, reviews the contradiction andrestriction factor of people’s livelihood oriented urban planning administration in thenew period. Combing the main contradiction existing in the urban development in thenew period, the contradictions include: beautiful and comfortable, extension andinclusiveness, mismatching between demands and supply. Based on the contradictionsof looking for and analysis of the restrictive factors of the people’s livelihood orientedurban planning and administration, including: economic development and socialconditions; the traditional concept of performance and profit drive mode; blockedexpression of public demands and the insufficient government response; lack ofsupervision and incomplete evaluation system; etc.Part Four: To improve the position of current concept of the people’s livelihoodorientation urban planning administration, seeking approach and method of insisting on the people’s livelihood-oriented urban planning administration theory in the new period.Main ideas: By recognizing the future goal and trend of the city development,respecting citizen’s role and status as main active subjects, realizes peaceful coexistencebetween people and society to establish the planning and management method based onhumanity. Concept of government responsibility of basic public services through theclear connection between the basic public services and the government, such as,promoting equal distribution on basic public services, and enhancing the capacity ofpublic service supply Forms innovation of urban planning administration with socialplural negotiation and participation, through diversification of negotiated consensus,promoting the diversity of consultation system and development of deliberativedemocracy to guide citizens to participate in social governance.
