A Study On The Livelihood Of Reservoir Immigrants Based On The Sustainable Livelihood Analysis

With the vigorous development of China’s hydropower industry, millions of reservoir residents need to be resettled due to the construction of hydropower engineering in different regions. Whether these people could realize an appropriate resettlement or not will have a direct impact on the hydropower engineering construction. Nowadays, the resettlement policy of China has achieved the transformation from the policy-oriented immigration form, which focuses more on the process of migration than on resettlement, to the sustainable development form, which pays more attention to the resettlement stability and prosperity than to the original moving-out. By making a series of resettlement policy about the post-stage support and development, it is possible to make the living quality of immigrants recover or even exceed the original level, which is not only relate to the quality of the resettlement work, but also to the realization the sustainable livelihood development of the immigrants and their generation. In this context, this paper mainly focuses on the sustainable livelihoods of reservoir immigrants.Firstly, based on the theoretical study and practical experience about sustainable livelihoods in domestic and abroad, the author puts forward the "Livelihood Asset"-focused sustainable livelihood study framework about reservoir immigrants; Secondly, with deep analysis of the livelihoods asset components (human、natural、 physical、financial and social capital) contained in the framework and consideration of the features of reservoir immigrants, this paper established an evaluation index system about the sustainable livelihoods of reservoir immigrants, then made qualitative analysis and quantitative calculation about the sustainable status of immigrants of Danjiangkou Reservoir of Henan Province by using the fuzzy matter-element method; Finally, in accordance with the result calculated by fuzzy matter-element method and the theory of sustainable livelihoods study framework about reservoir immigrants, of which this paper established a livelihoods asset pentagon. During the analysis and research about various combinations of different livelihoods capitals in different circumstances, this paper has adopted symbolic-graphic combination method to make the analytical process more visual. Hence, in light of the analysis results, it is possible to put forward some targeted measures to improve the livelihood outcome and guarantee the sustainable development of the livelihood of reservoir immigrants.
