| With the acceleration of urbanization process,the urban territory is expanding,the difficulty of urban planning management is increasing,the variables are increasing.In the Internet age,information access is more convenient,people’s awareness of democracy and the rule of law is growing.More and more people begin to protect their rights and interests through in-depth participation in urban planning management.This is inevitable in the modernization process and it is also need to actively to face.But there is no denying the fact that the public participation in urban planning management process there are still many problems,the root cause is that the whole process of public participation in the construction design plan(hereinafter referred to as the "construction plan")cannot be approved,a series of contradictions and conflicts because of the public participation way limited,extent limited,the implementation effectiveness limited and other reasons have exploded one after another.This issue needs to be deeply concerned by the academic circles of public management.This study aims to fully mobilize the enthusiasm of public participation in public affairs management,maximize the effectiveness of public participation,improve the planning and management level of administrative departments,safeguard public interests.It is based on the concept definition of urban planning and public participation,governance theory,new public service theory,stakeholder theory.Through the methods of case study and interview,taking the public participation in the construction project of Dantu new town in Zhenjiang City as an example,this thesis discusses the existing problems and reasons of public participation in urban planning management.On this basis,it constructs a local targeted public participation and co construction scheme,that is,publicity means to popularize the concept,co governance and co construction to modernize the organization,long-term evaluation to guarantee the supervision,so as to promote the ideological emancipation and mode innovation of local urban planning management,effectively and reasonably enhance the public participation in urban planning and construction. |
