Study On Urban Design Under The Influence Of Local Public Economics

Public Economics study the government behaviors from the view of economic, the Public Goods and the Public Choice are the core theories. Urban design is part of the urban public management, City design as the city public management functions of the components, it take the public intervention function of the regulation of public goods production in order to optimize the allocation of urban space resources and also provides the public policy program to coordination the conflict in urban development to promote the game equilibrium. In the public management transformation trend with the background of globalization, marketization and urbanization, on the one hand, urban design needs to improve the public intervention performance from the method of programming technology, operation mode and performance evaluation; on the other hand, it must improve the public decision-making mechanism of urban design from the institution of interest subjects confirmation and normalization.The first part is the first chapter; it’s the introduction of the background, content and meaning of this research. Literature review is divieded in three parts:first is the section focuses on the public economics theory, second is the the urban design study from the view of economics, third is the stud from the view of government behaviour. The second part is chapter two to four, this part based on the summary of the public economics characters of urban design, analysis the failures of urban design practice and the inherent reasons of them. The third part is from the fifth to the seventh chapter. Followed the current public economic reforming trend, it discusses on the goal and principle to enhance the urban design institution which can solve the failure in the current practice, and then it emphasize to study on the innovation strategies for the urban design technology and the urban design system.
